An expansionary US monetary policy shock contributes to the emergence of a Global Financial Cycle\, which boosts macroeconomic activity worldwide. Against predictions of the Mundellian trilemma\, we also find that economies with floating exchange rate regimes are not insulated from US monetary policy shocks. The role of US monetary policy in driving these macro-financial spillovers gets even rein-forced by the complex network of interactions across countries\, to the extent that network e˙ects roughly double the direct impacts of US monetary policy surprises on international equity prices\, capital flows\, and global growth. This amplifica-tion increases as countries get more globally integrated over time\, suggesting that the evolving network is an important driver for the increasing role of US monetary policy in shaping the Global Financial Cycle.

DESCRIPTION:Agenda > Tous les événements\nRobert Veszteg\nWaseda University\, Tokyo\n \nStrategy-proofness in experimental matching markets (joint work with Pablo Guillen)\nWe introduce two novel matching mechanisms\, Reverse Top Trading Cycles (RTTC) and Reverse Deferred Acceptance (RDA)\, with the purpose of challenging the idea that the theoretical property of strategy-proofness induces high rates of truth-telling in economic experiments. RTTC and RDA are identical to the celebrated Top Trading Cycles (TTC) and Deferred Acceptance (DA) mechanisms\, respectively\, in all their theoretical properties except that their dominant-strategy equilibrium is to report one’s preferences in the order opposite to the way they were induced. With the focal truth-telling strategy being out of equilibrium\, we are able to perform a clear measurement of how much of the truth-telling reported for strategy-proof mechanisms is compatible with rational behavior and how much of it is caused by confused decision-makers following a default\, very focal strategy\, without understanding the structure of the game. In a school-allocation setting\, we find that roughly half of the observed truth-telling under TTC and DA is the result of naïve (non-strategic) behavior. Only 13-29% of participants’ actions in RTTC and RDA are compatible with rational behavior. Further than that\, by looking at the responses of those seemingly rational participants in control tasks\, it becomes clear that even them lack a basic understanding of the game incentives. We argue that the use of a default option\, confusion and other behavioral biases account for the vast majority of truthful play in both TTC and DA in laboratory experiments.

Evidence from MENA countries at the Dawn of Revolutions »\nThe analysis of individual religious beliefs and behaviours is crucial since it allows to shed light on the current major social debates on terrorism\, nuclear development and political Islam\, that are all likely to have significant economic consequences. In several countries around the world\, the coexistence of religions as well as the degree of religiosity merit greater attention. This article gives evidence for one of the most challenging region\, the Middle East and North Africa (MENA)\, where religious minorities live under the rule of Islam and where at first sight atheism seems nonexistent and religiosity high. \nFor almost a decade now\, several MENA countries are facing the repercussions of the Arab Spring. Overall\, Arab revolutions rised in response to a long history in fail in democracy\, to corruption and to lack of material conditions that gave rise to Islamist movements and aggravate the socio-economic precariousness of young and poor population. As things stand\, MENA countries are facing widespread mistrust and a decline in social capital affecting democratic life and economic performance. In this article\, the focus is on the effects of the degree of religiosity and the assimilation of individuals to religious groups on the stock of social capital. We consider religiosity as a multidimensional construct. We use data for nine MENA countries from the World Value Survey over the period 2010-2014. The empirical analysis of the impact of religiosity on trust supports the existence of a multifaceted impact of religiosity\, some dimensions having no impact\, others having a positive or a negative impact.

In this paper we look at the macroeconomic adjustments of small open economies that produce a storable commodity to changes in the foreign interest rate. When a commodity is storable a shock in international ﬁnancial markets not only has an impact via the interest rate channel but also via the price of the commodity. This additional channel comes from the fact that storable commodity prices react to changes in world interest rates as a result of investment decisions in inter-national ﬁnancial markets. We extend the previous literature by including the storage mechanism in a standard model for a small low-income primary-exporter economy. We show that when commodity prices are allowed to respond endogenously to muted investment situations\, the dynamics of the econ-omy are importantly ampliﬁed both under a ﬂexible and a ﬁxed exchange rate regime. Targeting the export price in such framework is not assuring full stabilization either. Therefore the extended model provides new insights on the macroeconomic adjustments of primary-commodity-exporting economies and calls for a reassessment of the corresponding policy prescriptions.. » \n

DESCRIPTION:Agenda > Tous les événements\nAntoine BOUET\n(GREThA)\n« Plurilateral agreements: a promising trade liberalization modality?« \nAbstract \nIn this paper we evaluate the opportunities given by plurilateral agreements (or plurilaterals) in terms of concluding trade liberalization agreements and study the characteristics of “agreeable” plurilaterals: inclusive or exclusive agreements\, i.e. inclusion or not of an MFN clause\, inclusion of specific trading partners\, of specific sectors. We first design a theoretical model of international trade with four countries and four goods\, where countries have implemented import duties based on terms-of-trade externalities\, to identify the mechanisms by which these types of trade agreement affect members and non-members. Second\, we use a static version of a multi-region multi-sector Computable General Equilibrium (CGE) model to evaluate the welfare consequences of 64\,770 potential plurilaterals to estimate the number of “agreeable” deals\, first because they increase members’ welfare\, second because either they are inclusive\, or they are exclusive and do not decrease non-members’ welfare. We conclude that the addition of an MFN clause tends to decrease members’ welfare and increase non-members’ welfare. “Agreeable” plurilaterals tend to include the European Union and to cover liberalization of capital goods while they tend to exclude Sub-Saharan Africa and agriculture. DESCRIPTION:Agenda > Tous les événements\nGuillaume Pouyanne\n(GREThA)\n« Ville et mobilite durable : 30 ans de controverses« \nIl y a exactement trente ans paraissait un article séminal\, présentant ce qui sera connu par la suite comme « la courbe de Newman et Kenworthy » (Newman et Kenworthy\, 1989). Cette courbe\, qui relie de façon inverse densité urbaine et consommation d’énergie pour les transports\, sera à l’origine d’un courant de la littérature marqué par des controverses très vives. Ce travail réinterprète 30 ans de littérature sur les liens unissant forme urbaine et mobilité\, en faisant référence au concept de « révolution scientifique » proposé par Thomas Kuhn. C’est\, en effet\, à un véritable « changement de paradigme » que nous assistons\, impulsé par la montée en puissance du développement durable et opposant\, dans une « tension essentielle »\, les « Anciens » et les « Modernes ». \nDans un premier temps\, les débats scientifiques s’articulent autour de 1. La notion d’étalement urbain\, « cible mouvante » échappant à toute tentative de définition consensuelle\, et de 2. La nécessité de planifier le développement urbain\, qui soulève plus généralement la question du mode optimal de régulation des actions économiques. Dans un deuxième temps\, la littérature s’oriente davantage vers un effacement de la controverse au profit d’un agenda de recherche plus empirique\, et de tentatives de construction d’un cadre théorique explicatif. Dans les années 2000 et 2010 enfin\, le champ de recherche est devenu plus consensuel\, et les points de désaccord portent davantage sur des questions techniques. \nCette littérature très abondante a également inspiré la sphère politique. Dès les années 1990\, on assiste à une inversion radicale des principes de la politique de transport urbain\, combinée à l’irruption d’un nouveau modèle inspirant la planification urbaine\, la Ville Compacte. \nCette contribution\, issue du mémoire d’HDR de l’auteur\, met en cohérence l’ensemble de cette littérature. Elle en retrace l’évolution intellectuelle\, la place prise par les principaux protagonistes de la controverse\, pour raconter une histoire et – qui sait ? – écrire l’Histoire.

Jackson (Stanford University) \nAbstract:Consumers and businesses rely on others’ ratings of many items when making choices. However\, individual reviewers are very heterogeneous: they vary in the accuracy of their ratings\, and some are biased — either systematically over- or under-rating items\, or even distorting reviews to manipulate a rating. Thus\, the prominent technique of providing an average of a product’s ratings is generally a biased estimate of an item’s true quality\, and ends up being inefficiently noisy as it equally weights to the least and most accurate reviewers. We provide a new technique that processes a series of ratings by a group of reviewers and simultaneously provides: unbiased and efficient estimates of the items’ true qualities\, together with estimates of each reviewer’s bias and accuracy. We show that our technique generates significant improvements over average rating in recovering true qualities on simulated data\, showing this edge increases dramatically as the number of items increases.We illustrate the technique with two applications to wine tastings in which multiple experts rate multiple wines. Revisiting the famous 1976 wine tasting that compared Californian and Bordeaux wines\, our technique finds substantial variation in the reviewers’ accuracies and the new scores provide essentially a three-way tie for the top wine\, with a narrow best point-score by a French wine\, in contrast to the original average ratings which picked an American wine as the `winner’. We also apply the technique to more than forty thousand expert ratings of Bordeaux wines of vintages from 1998 to 2015\, and provide estimates of prominent experts’ biases and accuracies. We show that our estimated wine quality significantly predicts prices (with a ten percent increase in estimated quality predicting a thirty five percents increase in wine price)\, even when controlling for prominent experts ratings which are insignificant when matched with our quality estimates\, or with the average rating. We also predict experts’ later adjustments to their ratings and show that our estimates of experts’ accuracies correspond to the extent to which their ratings predict prices.

DESCRIPTION:Agenda > Tous les événements\nGhislain Geniaux  (INRA)\n« Modélisation des dynamiques foncières à partir bases de données géohistoriques  de grande taille » \nRésumé : \nCette communication porte sur les avancements méthodologiques et les résultats scientifiques du projet UrbanSIMUL (https://urbansimul.fr). UrbanSIMUL est un outil d’aide à la décision en matière de planification urbaine et de prospection foncière élaboré dans le cadre d’un partenariat long (2009-2019) entre la recherche (INRA\, Cerema)\, les acteurs publics régionaux (Région PACA\, DREAL PACA) associant autorités locales en charge  de la planification urbaine (communes\, intercommunalités) et les structures publiques d’acquisition foncière (Établissements Public Foncier). \nL’accès à une base de données unique à l’échelle parcellaire sur la propriété (DGFIP)\, les prix du foncier (DVF) et l’immobilier et la réglementation sur plus de 5 millions de parcelles suivies annuellement de 2007 à 2017\, nous a permis : \n–       de disposer dans ce projet d’une base d’apprentissage unique pour l’analyse statistique des dynamiques urbaines et des dynamiques des marchés fonciers. \n–       de systématiser l’identification des gisements fonciers disponibles : ce type d’information est essentielle pour évaluer finement l’offre foncière qui est une variable clé en économie urbaine (voir Geniaux\, Napoléone et Leroux 2015\, RERU)\, \n–       de concevoir plusieurs modèles  prospectifs à l’échelle parcellaire sur les probabilités des changements d’occupation du sol\, sur les capacités constructives et l’offre foncière\, et sur les dynamiques de population à l’échelle communale. \nLes modèles prospectifs d’UrbanSIMUL reposent sur des avancées méthodologiques en économétrie spatiale en bigdata (Geniaux et Martinetti (2017) RSUE\,  Martinetti  and Geniaux (2017) RSUE\,  voir R packages mgwrsar and ProbitSpatial) et en machine learning (boosting avec prise en compte autocorrélation spatiale). Deux de ces modèles visent notamment à prédire la capacité constructive des parcelles et leur probabilité de devenir bâties à plus ou moins long terme à partir d’une gamme très large de descripteurs sur les propriétaires\, la réglementation urbaine\, les contraintes réglementaires et physiques\, les contextes de voisinage et les comportements locaux passés des régulateurs en matière de gestion de l’urbanisme. Je présenterai\,  en prenant comme exemple ces deux modèles et leurs récents résultats\, les défis méthodologiques que soulèvent les analyses de base de données géohistoriques  de grande taille et les opportunités qu’elles ouvrent dans la compréhension des dynamiques foncières et des facteurs jouant sur les décisions individuelles. \n

Experimental evidence from Yemen »\nThis paper explores the effects of conflict on trust towards individuals in the current Yemen civil conflict. We conduct lab-in-the-field experiments to measure in-group and out-group trust with a public good game and combine these data with the Uppsala Conflict Data Program data on the number of conflict-related casualties occurring in the participants’ districts. \nWe worked with participants from all over Yemen under 35 years old working for the World Bank RAWFD (Rural Advocates Working for Development) program across the whole country. All participants were requested to fill in a survey before the start of their contract and at the end of it.  We randomly assigned them to play remote-distance public goods games either prior to their participation (October 2017) or after their participation (October 2018) in the RAWFD program. \n  Each participant played two games and was paired with both a near partner and a far-distance partner. This mean playing with participants from the same side of the conflict (near and far ingroup partners) or from the opposite side (far outgroup partner). Our main outcome of interest is the difference between the amounts invested when paired with a near partner as compared to the amounts invested when paired with a far partner\, from the same or opposite region. We call this difference “Near Preference”. \n  The main set of results shows that being exposed to the civil conflict per se doesn’t affect people’s behavior in the public good game. What matters is with whom they play. For those exposed to the conflict\, playing with an outgroup person (far partner from the opposite region)\, increases near preferences by 93% compared to the sample mean. This is explained by a decrease in the amounts played when confronted with an outgroup person\, rather than an increase in the amount played with a near ingroup partner (player from the same region). \n  In turn\, conflict exposure decreases near preferences by 3.2% of the sample mean when playing with a far ingroup partner (far partner from the same region). This is explained by an increase in the amounts played with far ingroup partners (far partners from the same region)\, rather than a decrease in the amounts played with near ingroup partners. One standard deviation increase in conflict exposure increases « solidarity » towards far ingroup partners by 8.2%. \n  This is the first paper to study the effect of conflict on trust and cooperation with an experimental approach that makes people from the same and opposite sides of the conflict interacting together. It is also the first paper to address this question during an ongoing conflict and not in its aftermath. Our results have important implications for community cooperation\, reconciliation and social capital reconstruction after the end of the conflict. \n

The aim of this contribution is to present a review in social sciences of commodification processes (monetary valuation\, marketization\, privatization\, etc.) of natural resources\, ecosystems and the biodiviersity\, to delineate the current state of knowledge\, and to evaluate\, with some historical perspective\, the success of systematization attempts. The overall landscape seems to us to lack a truly renewed systemic ambition to understand commodification beyond its detailed forms. In particular\, the construction of visual representations (we propose one in terms of ‘commodification chain’) would be useful to clarify the diverse perspectives.

In line with Gordon (1954) and Schaeffer (1957)\, we focus on the long term equilibrium of the orbit\, induced by a constant rate of launching forever. We show that if\, in the long run\, the risk of satellite destruction by collision is increasing and convex with the launch rate and becomes arbitrarily large for finite values of the latter\, then the curve representing the long term expected number of functioning satellites\, as a function of the launch rate\, has a reversed-U shape. Classically\, we then define and compare typical ways of managing the orbital environment (maximum carrying capacity\, open-access\, social optimum). The maximum carrying capacity is defined as the maximum expected number of satellites that the orbit can sustain in the long run. The physico-economic equilibrium launch rate\, that would presumably emerge under conditions of open-access to the orbit\, is defined as the rate of launching such that the space sector makes no profit. Finally\, the socially optimal rate of launching is the one that maximizes the present value profit of the space sector per launching campaign.

Allais’ observation would seem to imply that people will undervalue insurance relative to the predictions of expected utility theory because as conventionally constructed\, insurance offers an uncertain benefit in exchange for a certain cost that certainty-loving individuals will overvalue. Pursuing this logic\, we implemented insurance games with cotton farmers in Burkina Faso. On average\, farmer willingness to pay for insurance increases significantly when a premium rebate framing is used to render both costs and benefits of insurance uncertain. We show that the impact of the rebate frame on the willingness to pay for insurance is driven by those farmers who exhibit a well-defined discontinuous preference for certainty\, a concept that we adapt from the u-v model of utility and measure with a novel behavioral experiment. Given that the potential impacts of insurance for small scale farmers are high\, and yet demand for conventionally framed contracts is often low\, the insights from this paper suggest welfare-enhancing ways of designing insurance for low-income farmers.

A Debate with Data »\nAs a central but controversial claim in his chef d’oeuvre Capital in the Twenty-first Century\, Thomas Piketty (2014) argues that the gap between the rate of return on capital (r) and the rate of economic growth (g) constitutes the ‘main force of divergence’ among social groups (page 27). Nevertheless\, confronting this theory with data on capital stock and distributional national accounts of eleven major economies\, the current paper provides contrary evidence regarding the above claim: after controlling government spending\, saving rate\, financial development\, openness to globalization\, human capital\, and other determinants of economic inequality\, the ‘r-g’ gap is significantly negatively correlated with the top income/wealth shares in most model settings. The results remain also robust among different regression procedures aimed at dealing with endogeneity and other econometric concerns. \n  \nFrom a theoretical perspective\, a tentative explanation for these findings is that the impact of ‘r-g’ on economic inequality depends on the capital/labor elasticity of substitution in\, at least\, two ways: under some assumptions on saving behavior and income/wealth distribution\, on the one hand\, higher elasticity of substitution leads to higher capital return\, from which the top stratum benefits\, in general\, more than the bottom one – a mechanism to which Piketty has paid much attention. On the other hand\, as demonstrated in de La Grandville (1989)\, higher elasticity of substitution leads also to higher economic growth – a point largely ignored in existing literature on ‘r-g’ model. Putting together\, if the growth effect of elasticity of substitution is sufficiently strong\, it is highly possible to observe a negative correlation between ‘r-g’ and measures of economic inequality\, as empirically shown in this paper.

Our results show that the credit channel operates in a non-linear way and amplifies the effects of credit restrictions  on R&D investment decisions during the crisis. An agent-based model is developed as an exploratory tool to examine to what extent significant implementation gaps between stringency requirements and real but conditional enforcement jeopardize the transition to safer substitutes\, by affecting the way heterogeneous actors perceive the regulatory threat and their innovation strategy. We show that the combination of the most severe regulation with the strictest enforcement and the shortest timing would not necessarily lead to the highest frequency of bans on dangerous substances\, because it may alter the competitive process that is vital to preserving diversity in innovation strategies and to developing safer substitutes. Opting for a very severe regulation should be combined with concessions on enforcement in order to preserve diversity and to give green pioneering competitors enough time to expand. On the one hand\, we emphasize the extractive efficiency and capacity of adaptation of colonial states to different socioeconomic contexts and varying historical conditions. On the other hand\, we put forward dualism as their main common feature and legacy. Colonial public expenditure was biased towards the needs of French settlers and capitalists. It was also costly\, as high wages had to be paid to expatriated civil servants. \n

One of the most important knowledge gaps for a better consideration is related to ESs spatial assessment and mapping. I will present the results of three studies related to this issue. In the first study\, we develop a methodology to assess and map one of the major ES in a French regional park: recreational attractiveness. Because the area under study is a large territory\, primary valuation techniques would have been difficult to apply. Thus\, we characterise the recreation attractiveness function on a part of the study area\, that is further transferred in the entire zone. Predictions are based on a lancasterian function of biophysical attributes and a travel cost model. To the best of our knowledge\, this study constitutes one of the first attempts at function benefit transfer based on a travel cost model. The results call for a better accounting of site characteristics in travel cost methods that are principally focused on individual characteristics. From a policy guidance perspective\, we show that spatial statistical analysis of the created indicator helps in evaluating the management planning strategy of the park. A test of the application of the methodology is now held\, in a second study\, at the national scale based on three waves of a recent national surveys conducted in France. Finally\, a third study provide an analysis of the impact of using perceived forests characteristics by visitors in the models versus using observed data calculated with geographical information systems.

Fast trading\, competition from alternative platforms and poor volume at the open (2%) questions the role of these non-trading sessions. Using a unique dataset of stocks cross-traded on Euronext\, BATS and Chi-X\, we investigate the pre-opening behavior of tradersbased on their speed and type (traders\, brokers or market-makers). We find that the pre-opening activity of fast traders is positively related to price discovery across all platforms. Slow brokers\, submitting orders very early\, contribute to price discovery but only on Euronext. Using an exogenous technological glitch that delayed the pre-opening\, we show that the delay increased (reduced) the presence of slow brokers (fast traders). Price discovery on Euronext significantly decreased on the day of the glitch.

An econometric analysis of microdata from Madagascar »Abstract: Research has proved that social networks are unevenly distributed. Some authors argue that these inequalities are reflecting\, and therefore amplifying\, social position inequalities; mainly because of homophily. Qualitative and theoretical works have shown that elites’ networks are even more homophilous and exclusive\, notably via participation in closed clubs. Another part of the literature suggest that social networks can\, precisely\, compensate for disadvantage in other resources. In this paper\, we test these two opposing hypothesis on a representative sample of 1\,000 members of the elite in diverse spheres of power in Madagascar. I estimate the association between social background\, social participation\, sociodemographic characteristics and potential and mobilized networks. I find that\, generally\, disadvantaged groups in terms of social position are also disadvantaged in terms of social networks. I also confirm that homophily is the dominant pattern of connection among elites in Madagascar. However\, some compensation mechanisms arise from the analysis. Socially disadvantaged people tend to mobilize more their networks. They also have more heterophilous potential and mobilized networks.
