Fons-Rosen (UC Merced) et M. Mohnen (University of Ottawa).\n\nIn this paper\, we use a unique historical event\, the creation of the early internet\, the ARPANET\, to unveil the mechanisms underlying knowledge production and innovation. ARPANET was introduced in 1969 and then connected many universities in the US. Initially conceived to share computing resources\, the core of the network traffic consisted of emails\, suggesting the network became a highway for communication. Tracking the publications of US universities\, we use an event study difference-in-difference analysis to draw causal evidence on the effect of accessing the network on knowledge production. We show that accessing the network substantially increased the productivity of researchers: with more publications\, publications in top journals\, and also more collaborations with other connected universities. The main driver of productivity growth\, however\, was not the facilitation of formal collaborations between institutions. Indeed\, additional collaborations accounts for only one tenth of the total increase in productivity. We further evidence that collaborations between connected universities did not span a longer distance. On the other hand\, the average age of references contained in the publications significantly decreased\, but only for references to the works of other connected institutions. Overall\, our results suggest that access to knowledge was the main driver of productivity growth.\n>>ANNULE<<\n

We consider data from a large peer-to-peer lender that uses algorithms and no face-to-face interview to decide loan approval and conditions. Using data from 3.6 million loan applications and 817\,000 granted loans for 2016 and 2017\, we perform regressions of loan acceptance and loan conditions on the percentage of African Americans by 3-digit zip area. We observe evidence of discrimination in peer-to-peer lending. African Americans have a greater chance to have their loan applications rejected\, pay higher loan rates\, and obtain loans with shorter maturity. Discrimination is more pronounced after the election of Trump. \n  \n

Une lecture à partir de John Dewey\n \nL’influence du pragmatisme sur l’institutionnalisme\, et notamment sur celui de John Commons\, est aujourd’hui largement reconnue. L’importance des règles et des habitudes dans les comportements a notamment été mis en évidence dans le pragmatisme. Néanmoins\, l’importance\, dans ce courant de pensée\, de la réflexion sur la bifurcation ou la rupture par rapport aux règles et aux habitudes a été minorée. Notre communication souligne que John Dewey\, un des pragmatistes les plus influents\, a pensé ces transformations. Celles-ci sont analysées chez lui à partir de trois concepts clés : l’expérience\, la transaction et l’émotion. Il en découle une nouvelle piste de réflexion pour l’analyse économique\, en particulier dans le rôle que les émotions peuvent jouer dans les changements par rapport aux règles et aux habitudes de comportement. Dewey nous invite ainsi à une économie de l’émotion plus riche que ce que l’analyse économique n’a produit pour l’instant. \n

New Evidence from France »\, co-écrit avec Philippe Aghion\, Xavier Jaravel et Céline Antonin\nWe use comprehensive micro data in the French manufacturing sector between 1994 and 2015 to document the effects of automation technologies on employment\, wages\, prices and profits. Causal effects are estimated with event studies and a shift-share IV design leveraging pre-determined supply linkages and productivity shocks across foreign suppliers of industrial equipment. At all levels of analysis — plant\, firm\, and industry — the estimated impact of automation on employment is positive\, even for unskilled industrial workers. We also find that automation leads to higher profits\, lower consumer prices\, and higher sales. The estimated elasticity of employment to automation is 0.28\, compared with elasticities of 0.78 for profits\, -0.05 for prices\, and 0.37 for sales. Consistent with the importance of business-stealing across countries\, the industry-level employment response to automation is positive and significant only in industries that face international competition. These estimates can be accounted for in a simple monopolistic competition model: firms that automate more increase their profits but pass through some of the productivity gains to consumers\, inducing higher scale and higher employment. The results indicate that automation can increase labor demand and can generate productivity gains that are broadly shared across workers\, consumers and firm owners. In a globalized world\, attempts to curb domestic automation in order to protect domestic employment may be self-defeating due to foreign competition.\n \n

The dominant view is that\, in the context of globalization\, and the accompanying rise of international competition\, OECD countries have a choice between two options: innovate or perish.  \nHowever\, the last two decades\, which can be regarded as the golden age of innovation\, saw a gradual shift in ideology. There has been indeed growing doubt about the relevance of the dominant model of innovation.  \nThis introductory chapter’s main goal is to analyze the conditions of a shift from a techno-centric society to a human-centric society\, one where technology’s potential for positive impact is not disregarded\, but where social and human well-being is central to realize this potential. DESCRIPTION:Agenda > Tous les événements\nVictoire Girard\nNovafrica\, Nova SBE\n« Natural resources and ethnic identity »\n \nAbstract: We document a new channel of the natural resource curse: the malleability of ethnic group identities to resources exploitation. We combine individual data on the strength of ethnic group identities with geo-localized information on the contours of ethnic homelands and on the time and place of mineral resources exploitation in up to 25 African countries surveyed by the Afrobarometer from 2005 to 2015. Our strategy exploits different dimensions of exposure to resources exploitation: time\, spatial proximity\, and ethnic proximity. We show that the strength of an ethnic group identity increases – relative to a national identity – during the exploitation of mineral resources in the homeland of that group. This result holds independently of the impact of resources on local economic conditions and conﬂicts. We then turn to the potential channels explaining this increase in ethnic identification\, by estimating the effect of resources exploitation in the ethnic homeland of an individual on that individual’s perceptions of relative deprivation\, economic conditions and trust in institutions. Mineral resources exploitation fosters feelings of economic deprivation\, despite having a marginally positive impact on real economic conditions. However this deprivation eﬀect appears to be concentrated among groups without access to the national political power. Access to power offsets the deprivation channel\, members of powerful groups display no relation between resources and identity.\n

DESCRIPTION:Agenda > Tous les événements\nCloé Garnache\nUniversity of Oslo\n \n« Does the Salience of Risk Affect Large\, Risky Asset Purchases? »\nAbstract: We document that when a Southern California home gets designated to a wildﬁre risk zone\, its price drops by about 11% relative to homes just outside the designation boundary. Whereas the risk designation is discontinuous\, the underlying risk is con-tinuous — suggesting the price eﬀect is due to greater risk salience rather than greater risk. Moreover\, after a nearby ﬁre prices of homes with a view of the burn scar are about 5% lower than those of otherwise similar homes for one year — an eﬀect signiﬁ-cant only for the ﬁrst year post-ﬁre and too large to be explained by visual disamenities alone. \n  \n
