A choice experiment to determine the value of aesthetic services derived from agricultural landscapes in Flanders\, Belgium\n  \nAbstract :  \nEcological farm management practices – which attempt to increase environmental quality while maintaining agricultural production – are increasingly recognised for their substantial contribution to ecosystem services. The impact of such ecological practices on provisioning (e.g.\, production of raw materials such as food) and regulating and maintaining services (e.g.\, erosion regulation\, pollination\, and carbon sequestration)\, though found to vary depending on both the type and extent of the practice as well as the service considered\, has been prolifically studied in the agro-ecological literature. The study of the impact of ecological practices on cultural services\, however\, remains notably scarce. We aim to fill this research gap by evaluating preferences for aesthetic services derived from an increased incorporation of ecological farm management practices in agroecosystems in Flanders\, Belgium. Specifically\, we carry out a discrete choice experiment with the general public. \n  \n

Gustave Eiffel)\n\n\n \n“Externalities from urban renewal: evidence from a French program”\n(avec Sylvain Chareyron\, Florence Goffette-Nagot) \nAbstract \nWe contribute to the evaluation of urban renewal policies based on a large-scale program launched in France in 2004 in almost 600 neighborhoods. Using a novel estimator aimed at avoiding bias in the estimation of treatment effects heterogeneous across treatment groups or time periods\, and complementing its results with a more precise double fixed effects difference-in-differences estimator\, we find no significant aggregate impact of the program on housing prices. We identify three lines of explanation that can contribute to make sense of this lack of aggregate impact: (1) an intensity effect\, according to which a number of neighborhoods did not get enough funding to affect the housing market\, (2) a stigma effect\, which prevented the poorest renovated neighborhoods and the neighborhoods with the highest share of public housing to experience a sizable increase in housing demand and thus in housing prices\, and (3) an operation type effect\, whereby construction/demolition and renovation operations\, which concentrated most of the program’s funding\, appear to have a smaller impact on housing prices than public equipment operations. \n\n \n

This report attempts to better understand some of the dynamics behind the evolution of poverty in Afghanistan in the past two decades. In doing so\, it undertakes a statistical and econometric analysis of the correlates of poverty in the country\, combining household-level and regional-level data drawn from four rounds of household survey since 2007. Based on the results\, it proposes a policy framework to guide development interventions for poverty alleviation in Afghanistan\, equally informed by past policy failures in poverty reduction\, the political economy context as well as drivers of fragility in the country. The framework not only proposes a set of economic and structural policies for short\, medium and long terms\, it also suggests some institutional arrangements that would ensure increased effectiveness in poverty reduction efforts supported by the international community.\n\n \n \n\n \n  \n\n \n

DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux \n\nGerman Sanchez\nUniversity of Lleida (Spain) \nFarmland economic value and the habitat sustainability of a bird community: A trade-off quantification for the Lleida plain\nAbstract:\n Agricultural intensification has been accompanied by an increment of productivity which is often translated into higher economic benefits and food supply. This sector\, however\, is directly linked with the natural environment and consequently\, land-use decisions have a clear impact on ecosystem services\, including biodiversity. In this work\, we propose a spatial landscape optimization model to identify the trade-offs between economic output and biodiversity levels\, solved by the Guroby optimizer algorithm. We develop an index for species-specific habitat suitability responding to crop selection and intensification levels. We simulate crop yields under different managements considering soil and climate characteristics of each location with the STICS crop growth simulation model. We also account for changes in intensification constraints that allow us to design optimal conservation areas allocation and apply it to Lleida (Spain)\, where a conflict between agricultural intensification and biodiversity has arisen during the last decades. We quantify the trade-offs between biodiversity goals and economic value and find that under the same level of biodiversity\, the latest can be significantly increased by reorganizing land-uses locations and conservation areas.

This paper studies the effects of a rent control policy adopted in Catalonia in September 2020 that applies to some but not all municipalities. The policy virtually covers all the rental market and forces ads and tenancy agreements to specify the applicable rent cap to ensure enforcement. In order to identify the causal effect of the rent control regulation\, we implement difference-in-differences regressions and event-study designs and analyze average rents and the number of tenancy agreements signed. Our results indicate that the regulation reduced average rents paid by about 6%. However\, this price drop did not lead to a reduction in the supply of housing units in the rental market. We implement several robustness tests to address several identification concerns related to Covid-19. Our results suggest that rent control policies can be effective in reducing rental prices and do not necessarily shrink the rental market.\n\n \n

We analyze 400\,000 unemployment spells following an involuntary job loss in France. To measure search behavior\, we combine administrative data on online job applications and data from a mandatory survey at unemployment registration. We document that for unemployed women\, parenthood is associated with sending fewer job applications. To highlight the impact of childcare activities on mothers’ search behavior\, we analyze several types of changes in the public provision of childcare.  We show that the timing of job applications through the day or through the year mirrors much more closely school periods for mothers. We also estimate that a long-term reform raising children’s school time persistently increased mothers’ applications. We conclude that\, on top of policies favoring work-life balance\, policies helping mothers in their job search could also help reduce gender inequality on the labor market.\n\n\n \n

DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\nVincent Bignon\n(Banque de France)\n \n\n\n\n\n\nThe Toll of Tariffs: Protectionism\, Education and Fertility in Late 19th Century France\n(with Cecilia García-Peñalosa) \n\n\n\nAbstract \nThis paper examines a novel negative impact of trade tariffs and the costs they induce by documenting how protectionism reversed the long-term improvements in education and the fertility transition that were well under way in late 19th-century France. The Méline tariff\, a tariff on cereals introduced in 1892\, was a major protectionist shock that shifted relative prices in favor of agriculture and away from industry. In a context in which the latter was more intensive in skills than agriculture\, the tariff reduced the relative return to education\, which in turn affected parents’ decisions about the quantity and quality of children. We use regional differences in the importance of cereal production in the local economy to estimate the impact of the tariff. Our findings indicate that the tariff reduced enrolment in primary education and increased birth rates and fertility. The magnitude of these effects was substantial\, with the tariff offsetting the increasing trend in enrolment rates and the decreasing one in birth rates by a decade.\n\n\n\n\n\n\n\n

Cela signifie simplement qu’il convient de renforcer la capacité de l’Union à poursuivre ses propres intérêts de manière indépendante et déterminée\, tout en continuant à travailler avec des partenaires dans le monde entier afin de trouver des solutions mondiales aux défis mondiaux. Il est aussi peu probable que l’Union soit autosuffisante dans la production de certains produits sanitaires complexes cruciaux qu’il n’est possible de lutter seul contre les défis mondiaux. Une plus grande résilience passe par la compréhension de nos dépendances et la réduction de nos vulnérabilités grâce à la combinaison des bonnes mesures ».\nCe concept d’autonomie stratégique ouverte n’est pas très clairement défini. Son origine semble venir au départ du secteur prive qui craint des abus de positions dominantes par les Big Tech américaines au fur et a mesure de la digitalisation des processus de production\, de la distribution et des services et dans une moindre mesure les Big Tech chinoises depuis la fin des années 2010. Il semble essentiellement viser a une autonomisation de l’UE vis-à-vis de ses partenaires dans les nouvelles technologies sans pour autant adopter une position protectionniste. We focus on the largest social program in Uruguay\, Asignaciones Familiares-Plan de Equidad (AFAM-PE)\, which targets women in poor household with children. We use a model of resource allocation to recover how much resources accrue to each family member and how this sharing function is discontinuously affected by the eligibility for AFAM-PE. This paper is the first to embed regression discontinuity approach within a structural model of intra-household allocation. Evidence points to a mild redistributive effect that reduces women and children poverty. A much stronger effect is found for rural households for whom the margin of improvement was larger given more traditional gender views. \n \n

As a result\, bank lending has declined sharply. This raises a central question: Would vaccination against COVID-19 encourage a return of bank loans? To answer this question\, we first consider an original epidemiological model to study the impact of vaccination on banks’ loan supply. The impact of vaccination and infection force on endemic steady state is computed\, and then we consider how these two characteristics of COVID-19 epidemics impact banks’ loan supply. Second\, we empirically test this relationship using data from 3772 US banks over the period 2020Q1-2021Q2. Our results show that bank lending was lower at the onset of the health crisis. We also find that the growth rate of loans is higher during the period with the vaccine than during the period without the vaccine. This result therefore highlights the importance of COVID-19 vaccination in boosting bank’s lending. In addition\, we find that the effects of vaccination on lending supply depend on bank-specific characteristics. Specifically\, our results suggest that banks that were stronger (either higher margins or more capitalized or larger) before the onset of the vaccination\, have higher growth rate of lending than other banks.\n\n \n

DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\nSébastien Carrère \n(BSE\, Université de Bordeaux)\n\n \n\n\nPreventing downward mobility through social protection: evidence from the AUH in Argentina \n\n\nAbstract: In this paper\, I estimate the impact of a large-scale family allowance program on short-term income mobility of poor and vulnerable households in Argentina – the Universal Child Allowance (AUH)\, one of the largest conditional cash transfer programs in Latin America. Based on microdata from the national Encuesta Permanente de Hogares (EPH) household survey for 2004-2013\, I apply a quasi-experimental difference-in-difference methodology to estimate the intention-to-treat effect of the program. I measure income mobility through its non-directional (absolute mobility intensity) and directional (income gain or loss) definition using the rotating data structure. The results suggest that the AUH reduces the intensity of income mobility and decreases short-term income fluctuations by about 20% for eligible households when compared to non-eligible ones. In addition\, when households experience downward income mobility\, the program acts as an effective protection and mitigates income losses by 30 to 50%. Results of the program’s effect on upward income mobility remain ambiguous. \n\n

Autour de l’ouvrage « Un monde sans faim. Gouverner la sécurité alimentaire »\n(A. Bernard de Raymond\, D. Thivet\, dir.\, 2021\, Presses de Sciences Po)\n\n\nRésumé : Issu d’une enquête collective\, cet ouvrage restitue l’épaisseur historique et institutionnelle du problème de la faim dans le monde\, et montre en quoi les différentes initiatives prises depuis 2008 ont réussi\, ou échoué\, à en infléchir la trajectoire. En 2008\, malgré une production agricole très élevée\, le monde connaît une grave crise alimentaire\, provoquant des « émeutes de la faim » dans une quarantaine de pays. Une mobilisation massive de la communauté internationale s’ensuit\, à l’issue de laquelle un consensus se fait jour : la sécurité alimentaire ne peut plus être seulement envisagée sous l’angle des quantités produites et des questions de développement\, elle doit aussi prendre en compte les aspects sanitaires\, sociaux\, climatiques et environnementaux. Cette mobilisation de la communauté internationale entraîne en outre une transformation de l’aide internationale au développement\, autour de l’agenda de la résilience face aux crises. La notion de résilience est souvent discutée et critiquée d’un point de vue interne\, comme avatar du néo-libéralisme. Ici\, je présenterai ses conséquences concrètes du point de vue des politiques de lutte contre la faim. Je montrerai que l’enjeu de résilience se situe plutôt\, d’un point de vue sectoriel\, dans la prise en compte des enjeux nutritionnels et de santé publique dans la lutte contre la sous-alimentation. Plus largement\, l’agenda de la résilience pose la question de la construction d’un Etat social dans les pays « sous régime d’aide » international et des contours de cet Etat social. \n\n\n\n \n\n \n
