We tackle this question from the soy exports perspective. Indeed\, conversion from forests to soy-producing areas is a major driver of deforestation. Using disaggregated exports data at the municipality – exporter – destination and year level in Brazil\, we estimate whether changes in foreign demand are related to soy exports and in fine to soy-related deforestation. On the one hand\, we estimate an average micro-level elasticity of soy exports to foreign demand of around 0.2 across specifications. On the other hand\, we document that the average response above hides significant heterogeneities across locations and exporters. DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\n \n\nHenri Joël Sourgou \n(CERDI\, Université Clermont-Auvergne)\n  \n\n \n\nNational food security to a New Sustainable Food System (FS) in Burkina Faso\n \nRésumé : \nWhile the 2002 food crisis in Southern Africa is often used to highlight issues of chronic food insecurity\,  the concept of food security (FS) emerged after a long process of discussions and debates. These discussions within international institutions have focused on the definition of food security as a state of satiation of food in terms of quantity and quality. Unfortunately\, they have neglected to emphasize that this state of satiation is influenced by several factors within and outside the food system\, which fall into three domains: environmental\, social and economic. Therefore\, this article attempts to analyze the interactions that may exist between the food sector and the other sectors\, and to study whether a food security objective is compatible with the improvement of a large number of SDGs and sectors. We are using system dynamics\, which has already proved its effectiveness in simulating the impact of public policies in several countries\, and which has very powerful tools to enable us to make this diagnosis. In this paper\, we aim to create an integrated framework for understanding the functions of systemic intermediaries in governing socio-technical transitions. It combines Sustainable Transitions Theory (STS) and New Institutional Economy (NIE) to explain the operations of systemic intermediaries and highlights the roles of meso-intermediaries. The study examines two examples of sustainable transitions in Brazil: reducing emissions in mobility and improving the quality of raw cow milk production. These cases demonstrate how different institutional contexts influence transition paths\, emphasizing the importance of meso-intermediaries in shaping these paths. Quelles ont été les motivations et les méthodes de cette politique ? Comment les sociétés dominées ont-elles été bouleversées\, et quel développement économique et social ont-elles connu ? La décolonisation est-elle achevée aujourd’hui ? « Un empire bon marché » propose de nouvelles réponses à ces questions controversées.Grâce à un long travail d’archives et d’analyse statistique\, l’ouvrage décrit ainsi avec une grande précision les États coloniaux et leur fonctionnement – à travers notamment la fiscalité\, le recrutement militaire\, les flux de capitaux et les inégalités. Il montre que l’empire a peu coûté à la métropole jusqu’aux guerres d’indépendance\, et que les capitaux français n’ont pas ruisselé vers les colonies. La « mission civilisatrice » que la République française s’était assignée n’a donc pas débouché sur le développement des pays occupés\, et c’est plutôt un régime à la fois violent et ambigu qui s’y est établi. De fait\, le régime colonial a surtout bénéficié à une petite minorité de colons et de capitalistes français. Quant aux élites nationalistes\, elles ont le plus souvent reconduit un État autoritaire et inégalitaire après les indépendances. In a companion paper\, I estimate that the rise of government redistribution in the form of cash transfers\, education\, healthcare\, and other public services accounts for 30% of worldwide poverty reduction since 1980. In this paper\, I incorporate in this analysis the causal impact of schooling on pretax incomes\, combining survey microdata covering 95% of the world’s population with a simple model of education and the wage structure. Private returns to schooling account for 50-60% of global economic growth\, 60-70% of income gains among the world’s poorest 20% individuals\, and 60-90% of the decline in global gender inequality since 1980. C’est pourtant dans ce domaine que l’on trouve\, au XVIIIesiècle\, et plus particulièrement chez Adam Smith\, des questionnements qui sont devenus des enjeux importants en économie. Les réflexions sur la sensibilité au plaisir et à la douleur\, ou l’analyse des liens entre richesse et bonheur\, autant d’éléments qui intéressent aujourd’hui la discipline\, doivent être recherchées moins dans l’œuvre économique de Smith que dans sa philosophie morale. Nous nous proposons ici de rendre compte de concepts issus de sa philosophie morale\, dans une perspective reconnue aujourd’hui comme une branche de l’économie : l’économie du bonheur. We develop a model in which altruistic agents leave to their heir a voluntary bequest and their housing property\, the value of which is determined by the residential equilibrium. We first show that the borrowing constraint in the mortgage market is a source of symmetry-breaking\, leading an initially homogeneous population to reside in different locations and to split into different wealth classes. When the wealth distribution is heterogeneous\, the borrowing constraint generates spatial wealth sorting\, which translates into persistent inequality: Wealthier agents reside in the most attractive locations and leave a higher inheritance\, while the poorest dynasties are relegated in poverty trap areas. We extend the Coelli et al. (2007) pollution cost approach preserving the materials balance condition by considering that peers are evaluated\, besides their energy use\, on their carbon intensity per total energy consumption. The proposed methodology is applied to estimate the extent to which a selection of 33 OECD and BRICS countries can reduce their CO2 emissions given their Gross Domestic Product and population over the period 2001-2019. In existing data\, we show that exogenously induced transitory changes in labor supply increase supply in subsequent days – indicating that the inter-temporal labor supply elasticity can actually be positive\, rather than negative. To further examine this phenomenon\, we undertake a field experiment with casual urban stand workers in Chennai\, India\, where appearance at the stand in the morning provides a revealed preference measure of labor supply. We randomly provide some workers incentives for attendance over 2 months (phase 1)\, and examine persistence after incentives are removed for another 2 months (phase 2). We find that a 23% increase in labor supply in phase 1 generates a persistent 16% increase in supply in phase 2 – leading to a 22% increase in employment found at the stand. These findings have relevance for understanding the reasons for irregular work attendance and high worker turnover in formal firms\, which impede the transition to formal work in this setting. They also suggest that the effects of unemployment spells may go beyond income loss: unemployment itself can lower a worker’s productivity – offering a potential justification for the « unemployment scar » phenomenon documented in the labor literature\, where employers prefer not to hire workers out of unemployment. This paper estimates the causal effect of access to the railroad network on intergenerational mobility in nineteenth-century England and Wales. By linking individuals across the five full-population censuses from 1851 to 1911\, and geolocating addresses\, we determine how proximity to the nearest train station affected the occupation mobility between fathers and sons. We address the endogeneity in proximity to train stations by leveraging the as-good-as-random opening of built and planned train stations. We find that sons who grew up approximately 5 km closer to a train station were 2% more likely to work in a different occupation than their father and 6% more likely to be upwardly mobile. We further show that minimum wage changes lower scientific productivity and that there are small reallocation effects across labs. We use micro-data from a unique demographic survey conducted between 1975-1977 with detailed information on education and place of birth and that provides matched information at the parent/ child level. Since missionaries provided virtually all education during colonial times\, we use an original dataset on mission location to reconstruct temporal and geographic heterogeneity in exposure to different types of missions (Protestants and Catholics)\, and we merge the exposure measures with the urban survey. In the spirit of a difference in differences\, we exploit this heterogeneity and find that local demand for Catholic education was strong for both men and women\, while Protestant missions had no discernible effect. However\, exposure to Protestant missions correlates with parental preferences for more schooling for their children. We verify that endogenous mission locations and/or openings and selective migration are not driving the results. To investigate persistence and its channels\, we use available DHS rounds (2007 and 2013-14) as well as information on contemporary schools. We find strong evidence of persistence in educational investments. In line with the results shown in Baten et al. (2021)\, we also find that both Catholic and Protestant missions have long lasting effects on education\, especially for women. To identify causal effects\, I exploit variations in women’s education induced by the extension of compulsory schooling in Indonesia. The effect of the reform is identified through a difference-in-differences model that uses both geographic and temporal variations of the policy. The study finds that expanding compulsory schooling caused an increase in women’s education\, mainly in regions that were initially lagging behind. While total or desired fertility were unaffected\, extra schooling caused women to delay the onset of fertility and led to a decrease in childlessness. An analysis of the mechanisms that drive the relationship between education and fertility shows that better-educated women are more attractive on the marriage market and marry later\, thereby reducing the likelihood of childlessness and delaying childbearing. DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\n  \nJackie Wahba \nUniversity of Southampton\n  \n« Expecting Brexit and UK Migration: Should I Go? » \nco-authored with Valentina Di Iasio \nAbstract: This paper examines the impact of the 2016 UK referendum and expecting Brexit on migration flows and net migration in the UK. We employ a Difference-in-Differences strategy and compare EU migration to non-EU migration before and immediately after the UK referendum of June 2016. We also investigate the potential secondary effects of the referendum on non-EU migrants by using different methodologies and various robustness checks.  Our results show that after the referendum (i) migration inflows from the EU declined\, (ii) emigration of EU migrants increased and (iii) net migration flows from EU countries to the UK fell. Our results are not driven by the potential spillover impacts on non-EU migrant workers. Overall\, the findings show that migration in the UK declined after the Brexit referendum\, even before any policy change. \nBio: Jackie Wahba is a Professor of Economics at the Department of Economics at the University of Southampton (UK). DESCRIPTION:Agenda > Tous les événements\nSéminaire \n  \n\nAlice Mesnard \n(City\, University of London) \n  \nTemporary Foreign Work Permits: Honing the Tools to Defeat Human Smuggling\nCo-authors: Emmanuelle Auriol (TSE) Tiffanie Perrault (McGill University) \n  \nAbstract: We study how temporary visa schemes can be designed to drive smugglers out of business while meeting labor market needs in host countries. After discussing their compatibility with a large range of policy objectives\, we show how combining internal and external controls with a regulated market for temporary visas alleviates the policy trade-off between migration control and ending human smuggling. We use information on irregular migration from Senegal to Spain and the Democratic Republic of Congo to South Africa to calibrate the “eviction” prices of visas for these two routes\, which are set to throttle smuggling activities. Our results highlight important constraints for governments seeking to prevent temporary workers from overstaying\, especially on South-North routes such as Senegal to Spain.
