There are many concepts of sustainability. Most amount to vague statements of environmentalism or of support for a particular value the proposer wishes to promote. In 1974\, Robert Solow proposed an economic criterion for sustaining a society\, which he called “intergenerational equity”. His maximin criterion maximizes the well-being of the least well-off generation looking forward from the present. Conditions include Hartwick’s rule\, that total net investment at maximin prices be zero. This paper identifies seven salient popular considerations in current discourse on sustainability. We further show that minimum wage changes lower scientific productivity and that there are small reallocation effects across labs. DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\n  \nCatherine Guirkinger \n(Université de Namur)\n \n\n\nColonial education and its intergenerational transmission : evidence from colonial and post-independence Congo \n(avec Pablo Alvarez et Paola Villar) \n  \nAbstract : This paper examines educational persistence and its underlying mechanisms in the context of colonial and post-independence Congo (Democratic Republic of the Congo\, DRC). We use micro-data from a unique demographic survey conducted between 1975-1977 with detailed information on education and place of birth and that provides matched information at the parent/ child level. Since missionaries provided virtually all education during colonial times\, we use an original dataset on mission location to reconstruct temporal and geographic heterogeneity in exposure to different types of missions (Protestants and Catholics)\, and we merge the exposure measures with the urban survey. In the spirit of a difference in differences\, we exploit this heterogeneity and find that local demand for Catholic education was strong for both men and women\, while Protestant missions had no discernible effect. However\, exposure to Protestant missions correlates with parental preferences for more schooling for their children. We verify that endogenous mission locations and/or openings and selective migration are not driving the results. To investigate persistence and its channels\, we use available DHS rounds (2007 and 2013-14) as well as information on contemporary schools. We find strong evidence of persistence in educational investments. In line with the results shown in Baten et al. (2021)\, we also find that both Catholic and Protestant missions have long lasting effects on education\, especially for women. To identify causal effects\, I exploit variations in women’s education induced by the extension of compulsory schooling in Indonesia. The effect of the reform is identified through a difference-in-differences model that uses both geographic and temporal variations of the policy. The study finds that expanding compulsory schooling caused an increase in women’s education\, mainly in regions that were initially lagging behind. While total or desired fertility were unaffected\, extra schooling caused women to delay the onset of fertility and led to a decrease in childlessness. An analysis of the mechanisms that drive the relationship between education and fertility shows that better-educated women are more attractive on the marriage market and marry later\, thereby reducing the likelihood of childlessness and delaying childbearing. We employ a Difference-in-Differences strategy and compare EU migration to non-EU migration before and immediately after the UK referendum of June 2016. We also investigate the potential secondary effects of the referendum on non-EU migrants by using different methodologies and various robustness checks.  Our results show that after the referendum (i) migration inflows from the EU declined\, (ii) emigration of EU migrants increased and (iii) net migration flows from EU countries to the UK fell. Our results are not driven by the potential spillover impacts on non-EU migrant workers. After discussing their compatibility with a large range of policy objectives\, we show how combining internal and external controls with a regulated market for temporary visas alleviates the policy trade-off between migration control and ending human smuggling. We use information on irregular migration from Senegal to Spain and the Democratic Republic of Congo to South Africa to calibrate the “eviction” prices of visas for these two routes\, which are set to throttle smuggling activities. Our results highlight important constraints for governments seeking to prevent temporary workers from overstaying\, especially on South-North routes such as Senegal to Spain. However\, more often than not\, the effectiveness of PES contracts is minimal\, because conservation buyers know less than landowners do about the costs of contractual compliance. Auction mechanisms can be used to make ex-ante estimates of the payments needed to save the forests. This study reports results from an experimental auction which uses the Becker-DeGroot-Marschak (BDM) mechanism to estimate Brazilian Amazon forestland owners’ willingness to accept (WTA) PES contracts at different forest conservation thresholds. We found that the average WTA is low\, relative to the social cost of carbon and that the farmers tend to bid higher in a PES auction that offers less flexible contracts\, i.e. with the most difficult to achieve environmental targets. It restricts employers’ ability to lay them off\, to lower their wages and to adjust their responsibilities. Such regulations may have unintended negative implications for employment among those who are nearing the age when the legislation becomes binding for their employers. We examine this issue using population-level administrative data and quasi-random variation in cohorts covered by employment protection generated by a reform which lowered statutory retirement age to 60 (women) and 65 (men). However\, having been exposed to the technologically advanced US economy\, they may also carry human capital that benefits non-migrants. Using an instrument based on involuntary return migration\, we find that\, whereas workers who share returnees’ occupations experience a fall in wages\, workers in other occupations see their wages rise. These effects are\, however\, transitory and restricted to the city-industry receiving the returnees. In contrast\, returnees permanently alter a city’s long-run industrial composition\, by raising employment levels in the local industries that hire them.  \n  \n*Dario Diodato is an Economist for the Joint Research Centre of the European Commission. This transition was associated with a substantial increase in base funding from the Swedish government\, typically raised on an annual basis. We exploit encompassing data on publication on the full population of researchers to analyze the impact on scientific publication\, coauthorship\, affiliation and other organizational changes at treated units of the change. Using matched sample difference-in-difference regressions we find that publishing researchers raised their rate of publication substantially\, and this was explained primarily by the infusion of funding.We find evidence that the individuals who raised their rate of publication were predominantly male\, researchers rather than teachers and working in technical sciences. The rise in publications was associated with increased collaboration with coauthors primarily at one’s own university. Researchers decreased their number of affiliations with university colleges but raised their affiliations with other full universities\, and they were more likely to be promoted to associate professors after moving to other universities. Thus\, the status of becoming full university led to an adaptation in terms of behavior that started to look a lot like the behavior of researchers at established universities. However\, little is understood about the characteristics of policy experimentation\, and how the structure of experimentation may affect policy learning and policy outcomes. We aim to describe and understand China’s policy experimentation since 1980\, among the largest and most systematic in recent history. We collect comprehensive data on policy experimentation conducted in China over the past four decades. We find that\, while experimentation outcomes strongly predict whether policies roll out nationally\, the experimentation exhibits two characteristics that complicate policy learning. First\, about 90% of the experiments exhibit positive sample selection in terms of a locality’s economic development. Second\, promotion-driven local politicians allocate more resources to ensure the experiments’ success\, and such effort is not replicable when policies roll out to the entire country. The presence of sample selection and strategic effort is not fully accounted for by the central government\, affecting policy learning and distorting national policies originating from the experimentation. Women inventors are more prevalent in academia than in the private sector\, and typically work in mostly-male teams or alone. This implies a shift from generic and primarily R&D-based innovation support measures towards a new (or third) ‘generation’ of innovation policy – variously referred to as challenge-led\, mission-orientated or transformative innovation policies. A more targeted and challenge-oriented innovation policy should\, it is argued\, help to deliver desired\, and not just more\, innovations. This implies a more active role of the state in funding risk-taking activities and in creating – not just correcting – markets. Whilst there is much agreement that bolder\, more customised and directional policies are needed to tackle the societal challenges of our time\, there is less consensus about how such policies should be implemented in practice. This study quantifies the causal effects of air pollutants on (i) defensive expenditures and (ii) economic productivity to retrieve empirical estimates of the social willingness to pay for air quality improvements that account for heterogeneity in local-scale benefits and dynamic variations in individuals’ defensive behavior. I additionally rely on textual analysis of newspaper articles to show that exposure to information plays a pivotal role in shaping the evolution of defensive behavior over time. To address concerns of spurious correlation\, atmospheric temperature inversions are exploited as a source of exogenous dynamic variation in the spatial concentration of pollutants across England. Artisanal mining is a labor-intensive\, often informal and sometimes illegal extractive activity. We levy research in geology\, and two sources of exogenous time variation\, to build the first proxy of artisanal gold mining in Africa — the main form of artisanal mining. We first document the impact of a change in the potential value of artisanal mining. We establish that the historical increase in the gold price accounts for 8% of deforestation continent-wide\, 28% in gold areas. In parallel\, artisanal gold mining increases local economic wealth\, but these economic impacts are of smaller magnitude. Second\, we turn to weather shocks. Artisanal mining may provide an alternative livelihood when a weather shock jeopardizes agricultural output. This paper presents results from a field experiment in Côte d’Ivoire\, which randomized wives’ participation in an agricultural extension training for rubber\, a male-dominated export crop that takes six years to start producing latex but requires upfront care. The training included a planning portion\, consisting of filling out an action plan for rubber farming over the next two years\, and a skills portion. In the without-wife group\, households witnessed a 26.4 percent drop in the value of the crop harvested and a 18.4 percent drop in productivity\, with labor going to planting rubber seedlings. In the group with wife participation\, households had higher levels of investment (planting 20 percent more rubber seedlings) and were able to maintain pre-program levels of agricultural production on older trees and other crops. These households increased their labor hours and agricultural input use\, resulting in no drop in overall production or productivity. This outcome did not come through increased skills or incentives. Rather\, underlying these results are increases in planned agricultural management by wives\, increased retention of the action plan\, and a reduction in gendered task division. New Evidence from  Dynamic and Static Panel Approach\n\n  \nAbstract: The literature lacks enough evidence on the effect of environmental policy stringency on renewable energy consumption. Therefore\, the main objective of this study is to investigate the causal effect of the revised version of the Environmental Policy Stringency Index (EPS) and its components on Renewable Energy Consumption (REC)\, taking into account environmental innovation\, trade openness\, economic growth and consumer price index. To this end\, we carry out dynamic and static analyses of the yearly data of 32 OECD countries during the period from 1990 to 2019. The two-step system GMM estimator and the forward-orthogonal deviations-GMM technique are used to deal with the potential endogeneity\, serial correlation and cross-sectional dependence in the dynamic regression\, while the Driscoll-Kraay standard errors technique and quantile regression are employed to estimate the static model. Unlike the existing literature\, our results reveal that increasing environmental policy stringency can promote renewable energy. Both market and non-market-based environmental policies and technical support policies show positive effects on green energy use. These results imply that OECD governments can play a vital role in achieving the goal of net zero CO2 emissions by 2050. Increasing the stringency of the policies that put a price on pollution (such as energy taxes) raises the cost of polluted energy use\, leading to a shift toward clean energy under the substitution effect. In addition\, increasing the public R&D expenditure on solar and wind energy technologies can reduce renewable energy costs and prices\, thus facilitating its generation and diffusion. \n  \n  \n\n\n*Mahmoud Hassan a rejoint BSE en tant que post-doctorant en économie appliquée à la résilience des territoires.
