DESCRIPTION:Séminaire BSE – programme 3\n  \nFrancesca Artioli\n(UPEC-UGE\, Ecole d’Urbanisme de Paris) \n  \nLogement et capitalisme de plateforme : les conflits autour de la régulation des locations de courte durée dans les villes européennes\n  \nFrancesca Artioli présentera les résultats d’une recherche collective sur la régulation des locations de courte durée dans les grandes villes européennes\, conduite avec Thomas Aguilera (Sciences Po Rennes) et Claire Colomb (University of Cambridge). \n  \nQuinze ans après la naissance d’Airbnb en Californie en 2008\, la plupart des grandes villes du monde ont connu des conflits autour de la réglementation de ce que l’on appelle désormais les locations de courte durée\, soupçonnées d’exacerber les effets du « surtourisme » et de retirer des logements permanents pour les dédier à l’usage exclusif des visiteurs. Depuis le milieu des années 2010\, les villes européennes\, l’un des plus grands marchés touristiques du monde\, ont été au cœur de ces conflits\, poussant souvent les gouvernements urbains à prendre position et à adopter des mesures pour réglementer le phénomène. Pourtant\, ce qui frappe\, c’est la diversité des formes prises par ces conflits et des modes de régulation qui ont été adoptés. Using machine-learning techniques\, we extract events about immigration and the economy from newswires. We then test a causal chain connecting events\, online political communication\, salience of particular cleavages\, and support for parties measured with individual voting intentions data\, with a specific focus on communication by populist anti-immigration politicians. We identify the impact of communication on polls by leveraging high-frequency communication data and variation in the 4G exposure of Italian municipalities as a shock to the accessibility of political communication online. In addition\, we measure the relevance of such effects in explaining support for parties by calibrating a structural model of political competition informed by the relationships uncovered by our reduced-form analysis. We use the model to evaluate (i) a counterfactual scenario where political parties compete in the absence of communication events\, and (ii) where parties cannot affect migration salience with communication. To understand why and how\, we use a novel micro-level dataset of 6\,247 robo-advisor clients who made 9\,250 changes to their investment portfolios between 2015 and 2022. Micro-level demographic and financial variables as well as macro-level market returns and volatility are factors in the decision to change one’s passively managed portfolio. In addition\, how these changes affected investors’ returns are studied. DESCRIPTION: \nSéminaire BSE – programme 3\n  \nPedro Vicente\nNovafrica (Lisbonne) \n  \nCountering Violence and Islamic Radicalization amid an Armed Insurgency\nAbstract: Islamic radicalization is one of the main correlates of violent conflict in the world today with important implications in Sub-Saharan Africa. We ask whether Islamic radicalization and related violence can be countered through campaigning by local religious organizations. We follow a campaign against violence in the province of Cabo Delgado\, Mozambique\, a setting that has seen a recent violent insurgency. The campaign focused on the key message that religion is not violent. It was broadcasted through community radios and individual voice messages sent to cell phones. We measure the impact of the campaign on violent events\, various behavioral measures including anti-social behavior and trust\, as well as survey attitudes. We find that the campaign decreased the incidence of violent events in the province. In addition\, although it decreased radical attitudes\, it also increased fear. Dornschneider-Elkink\, Sarah Parlane\, Thomas Sattler \n  \nAbstract: This paper provides a theoretical understanding of political engagement which rests upon a rational choice theory. Citizens can participate in a referendum over two options which are horizontally differentiated on a policy space. The citizens are risk averse and imperfectly informed about the exact political implications associated with each option presented to them. Each has an ideal point on the policy space capturing their intrinsic political preference. During a campaign\, a signal that is non-negatively correlated with each option’s true political implications becomes freely available. We capture political disengagement as a voluntary decision to ignore the information that will be released during the campaign. By opposition\, engaged citizens follow the campaign and learn the signal. We show that disengagement on behalf of all citizens arises in equilibrium if the outcome of the referendum does not depend on the signal. When the outcome of the referendum depends on the signal that is revealed\, two equilibria can arise. When the uncertainty surrounding both options is relatively similar\, all citizens engage. When one option is relatively more uncertain than the other some individuals\, characterized by extreme political ideologies\, decide to disengage as they accurately anticipate that\, should their preferred option be the outcome of the vote\, its political implications will not be as extreme as they would like them to be. Climate shocks\, insurance demand & wellbeing »\n  \nNatural hazards are becoming more frequent and more intense\, presenting new challenges for climate insurances. Existing evidence tends to focus on experimental studies or the short-run impact of actual disasters. We utilize original survey data on a sample of Swedish forest owners interviewed three years after Gudrun\, the ‘storm of the century’\, which caused extensive damages to Southern Swedish forest in January 2005. We first document the timing of insurance take-up in response to hurricane occurrence over fifty years\, then focus on the middle/long run response to Gudrun. We exploit the quasi-random spatial nature of the shock while conditioning on forest types obtained from remote-sensed data. Our empirical analysis shows evidence of a persistence effect of actual damages on insurance demand. It is consistent with a long-term impact on subjective well-being\, which may be due to capital destruction\, non-pecuniary losses and fear. DESCRIPTION:Séminaire BSE – programme 3\n  \nAngelino Viceisza\nMIT & Spelman College\n \n \nFintech\, Visual Attention\, and Financial Inclusion: A Field Experiment on Migrant Remittances\nWith Eduardo Nakasone (Michigan State University) and Máximo Torero (Food and Agriculture Organization/FAO)\n\nAbstract: Migrant remittances to low- and middle-income countries were close to 650 billion US dollars in 2022\, impacting about one billion people worldwide. Despite this\, sending remittances remains relatively costly. Policymakers have argued that fintech\, specifically\, comparison websites like kayak.com but for sending money\, can boost financial inclusion and reduce remittance prices. Yet\, little is known about how a key segment of consumers — migrants with limited (financial) education and trust in digital methods — interacts with fintech. We collaborate with a World Bank certified comparison website to conduct a field experiment among Central American migrants. We vary remittance-company attributes shown to migrants on a comparison website\, specifically\, the time to delivery and customer reviews\, to assess the potential for fintech to impact their choices. We use visual attention data to assess the information-processing mechanisms that lead to such choices. Our findings are as follows. First\, migrants are more likely to « experiment » with companies when shown prior customer reviews than delivery speed. Second\, they respond to information as expected by choosing companies that are better reviewed and faster. Third\, we cannot rule out that  experimentation is welfare-reducing: those with a preference for lower fees (or faster companies) end up choosing pricier (or slower) companies when shown more information. Finally\, these effects are more pronounced for migrants with low financial literacy and no prior awareness of fintech. DESCRIPTION:Séminaire organisé par le GPR HOPE  et le programme 3 – BSE \n  \n\nRémi Baziller\nUniversité Paris 1 \n\n  \nMinimum Wage Shocks\, Firms and Employment: Evidence from Africa\nAlthough African countries are increasingly using minimum wage policies to fight poverty\, research on minimum wages in Africa remains scarce. This paper addresses this gap by examining the economic impact of minimum wage shocks on firms across the African continent\, using firm-level data from the World Bank Enterprise Surveys. We discuss different minimum wage systems and document a simple fact: all but 4 African countries have some form of minimum wage. We document the evolution of minimum wages and identify different minimum wage shocks\, defined as a +30% increase in the minimum wage in constant prices. Over the period 2002-202\, we identify 14 shocks in 12 countries. We then propose a difference-in-differences approach to identify the causal effects of minimum wage shocks on labour costs per worker\, employment\, sales and labour productivity. To deal with the potential endogeneity of minimum wage shocks\, we also propose an IV strategy using the intensity of social protests as an instrument. We find that minimum wage shocks have a significant impact on labour costs per worker\, indicating at least some enforcement of minimum wage regulations. However\, we do not find robust effects on employment. Such an increase in labour costs appears to be offset to some extent by an increase in sales or labour productivity. The effects are much stronger for panel firms that are positively selected\, suggesting a potential cleansing effect of minimum wages. We use the introduction of direct airlines connections between Chinese localities and international countries as an exogenous source of change in face-to-face interactions over the period 1992-2019. Our difference-in-difference results show the introduction of a direct weekly flight between a Chinese province and an international country raises trade by 5%. The impact is consistently more pronounced in the 1990s\, where other nonpersonal means of information transmission was less developed and for products with higher face-to-face communication requirements. L’espoir demeure cependant une émotion peu mobilisée par les économistes\, aucun concept ne correspondant à la définition consensuelle que l’on trouve en psychologie. En s’appuyant sur des notions comme les attentes\, les aspirations\, l’optimisme\, les anticipations ou même la confiance\, l’économie comportementale fournit les premiers jalons (certes insuffisants) d’une théorie économique de l’espoir. En nous reposant sur la théorie psychologique de Richard Snyder\, et en la comparant à l’approche transactionnelle de John Dewey\, nous montrons que l’espoir peut être perçu comme un mode de conduite capable de produire une transformation des comportements individuels. Indeed\, the experimental literature shows that contestants almost systematically invest more effort in the contest than predicted by the Nash equilibrium. One possible explanation is that there are evolutionary forces that induce people to beat the others\, resulting in overbidding compared to the Nash prediction. However\, testing the predictions of evolutionary game theory requires a very long-time horizon\, which is very difficult to implement in the lab. Therefore\, we propose an experimental design that — we believe — can help us to understand if evolutionary forces impact participants’ decisions. To do so\, we start from the « evolutionary » vision in which an equilibrium is evolutionary stable if the introduction of a new strategy (called mutant strategy) into a finite population does not change the equilibrium of the game. Thus\, we expose participants of a traditional two-player contest experiment to mutant\, i.e. some of them  have their decision dictated by the experimenter. Observing the reaction of participants to the invasion of « mutants » allows us to understand how evolutionary forces influence the decision-making process of individuals. Our results — prudently —  point that the concept of evolutionary stable strategy is not a potential justification for the fact that subjects in a two-player contest experiment tend to invest too much effort in the contest\, compared to the Nash equilibrium prediction. Unintended effects of targeted LPG subsidies in Peru”\n  \nAbstract: Gas stoves are promoted as clean cooking technologies in developing countries despite the fact that they emit pollutants which are hazardous\, in particular for children. I study a nationwide gas stove program which aims to convert Peruvian households from wood-fuel cooking to liquefied petroleum gas (LPG) cooking. Using 16 waves of Peru’s Demographic and Health Survey\, I show that infant mortality increases by 15% on average as a result of the intervention. Subsidizing LPG also causes a higher incidence of symptoms of acute respiratory infections in under-5 children and of moderate or severe anemia among adult women. In this paper\, we argue that engagement with communities in online collaboration platforms also contributes to firms’ performance. First\, the ability to reuse knowledge and elicit contributions from external audiences accelerates product development. Second\, the engagement with online communities provides credible information about the firms’ technological and market potential at a stage where they lack track record\, mitigating information asymmetries and supporting the acquisition of valuable connections with external partners. We test our hypotheses on firms that use GitHub\, one of the largest digital platforms for collaboration in software development. We find that firms that reuse more code and elicit more collaboration reach public-facing milestones faster. The values and norms held by individuals and shared among groups of individuals can have far-reaching consequences on economic and political development. Some of the values contemporaneously held by people across the globe are regularly collected by surveys such as the World Values Survey. Although it is often maintained that values and norms are largely time-invariant\, empirical evidence supporting that claim has been virtually non-existent as a dataset containing historically prevalent values and norms has been lacking.  \nThis article introduces such a dataset\, the Historical Values Survey (HistoVaS). Since we are interested in the potential relevance of values and norms for economic and political development\, the focus is on variables that have been shown to affect development. These include norms of cooperation\, altruism\, work ethic\, entrepreneurship\, tolerance and the relationship to authority. Norms of cooperation and altruism influence how people interact with each other\, work ethic norms are expected to (co-)determine productivity levels whereas norms encouraging entrepreneurship are likely to affect innovation rates and technological progress. We also report norms on how to cope with authority as norms favoring obedience to authorities are expected to be associated with more despotic political regimes.  \nThe HistoVaS introduced in this article uses folktales as its source of information. Folktales have been an important tool for transmitting values and norms across generations. This makes them ideal candidates for inferring historically valid values 2  \nand norms across the world. To produce the HistoVaS\, we have relied on some 16\,000 folktales from 136 countries. These countries represent approximately 95 percent of the world population. Combined with a survey instrument containing 76 variables\, the folktales were fed to GPT\, which produced replies for each folktale separately. The HistoVaS database is based on such replies.  \nTo illustrate the potential usefulness of the HistoVaS\, we associate data on historical values with contemporaneous ones and document a remarkable degree of time-invariance. Interpreting HistoVaS variables as a proxy for culture\, we ask whether they help in explaining contemporaneous per capita income differences across countries. Recalling having lived through prior disinflations has pronounced effects on how long-lived people expect the current inflation episode to be. Information treatments though games in which people experience with prior disinflationary episodes similarly strongly reduce inflation expectations of individuals on average and are often recalled as inflation memories months later. We also show that when people forecast inflation in the lab\, the inflation dynamics in the game can affect their beliefs much like the inflation experienced in real life. Si ces cas sont exceptionnels\, la montée en puissance du marché de la chirurgie esthétique témoigne de l’importance accordée à l’image de soi. Le succès des régimes\, dont le marché progresse de 5% par an\, en est un autre aspect. Le corps est un vecteur de notre identité\, de la manière dont nous nous définissons et dont les autres nous définissent. Prolongeant l’économie de l’identité initiée dans les années 2000\, ce texte propose une analyse du marché de l’identité. We study product coreness using firm-product level data between 2018 and 2020 for Colombia\, Ecuador\, and Peru. Three main findings emerge from our analysis. First\, coreness is positively related to export volumes\, which also holds when decomposing it into products’ export share and their proximity to the rest of the firm’s export basket. Second\, this latter component is particularly relevant for products that do not account for the largest share of firms’ exports. Third\, such firm-level patterns also have implications at the aggregate level: products that are\, on average\, exported with higher coreness have higher export flows at the country level. Therefore\, the paper shows that how closely a product fits within a firm’s capabilities is important for economic performance at the firm and country levels. We explore these issues both with descriptive evidence exploring the key features of coreness and its relationship with other measures put forward in the literature and within an econometric framework exploring the relationship between coreness and trade volumes.\n  \n  \n  \n \n \n  \n

Aperçu régional des enseignements tirés de l’Afrique« \n  \nDespite of enormous efforts since independence to alleviate poverty and improve its people’s quality of life\, the African continent continues to face frequent political unrest and have low to moderate economic growth rate\, with the exception of few countries now classified as emerging states. For decades\, the economic growth of the African continent has been widely dominated by private cosumption. Lately\, there is a shift and investment becomes now the main contributing sector and human capital is expected to play an important role. \nIn Africa\, the contribution of the HEIs sector to the economic growth of the continent is relatevily modest and\, most of the time\, not counted or under-estimated. Because of the very limited capacity of countries\, HEIs sector has not given its due importance and is receiving a meaningless part of national budgets. This poor funding allocated to the HEIs sector is considered by many as a proof of how the sector is badly perceived by governments in the continent. The lack of or insufficient funding to the sector impacts negatively its capacity to be competitive and also the capability of its actors to properly play their role\, especially in terms of research and academic activities. The shock caused by the COVID-19 pandemic was too important for the sector. Universities were closed and the lock-down lasts for many months during which no activity was performed. The very limited resources  they are allocated to were not sufficient even to mitigate partly the impact of the pandemic to the sector. In many countries\, distance learning was not possible because most students and teachers were not provided with relevant materials and equipment. Offices were closed and universities administration could not operate from the campus. Internet infrastucture exists but was limited to cover only some places of the campus. In many cases\, it became clear that business continuity plans were not in place. DESCRIPTION:Séminaire BSE – programme 4\n  \nEtienne Lepers\n(OCDE) \n  \nWhat Drives Capital to Green Companies in Emerging Markets: Evidence from Investment Funds\n  \nLeveraging on a detailed portfolio-level dataset of the largest 37 000 investment funds in the world\, this paper explores the role of investment funds in financing green companies in Emerging Markets (EMs) and allocation drivers. First\, the paper demonstrates that despite a boom in “sustainable” investing at the global level\, companies involved in carbon solutions (renewable energy\, transport and infrastructure)\, and particularly so in EMs\, represent a very small fraction of reported “sustainable” investment. Second\, fund-level and asset-level regressions highlight several important fund and country characteristics as drivers of green investments. Younger funds\, retail investor funds\, funds with domestic mandates\, and sustainable funds are more likely to invest in green companies and respectively less likely to invest in fossil fuel companies. We demonstrate the importance for EM green companies to be included into EM benchmarks\, while listed firms’ concentration of ownership is negatively associated with green investments. Greater green allocation in EMs is also associated with higher portfolio flows openness\, and more economic freedom. DESCRIPTION: \nSéminaire BSE – programme 3\n  \nClara Delavallade\n(Banque Mondiale) \n  \n  \n“Measuring and improving socio-emotional skills among young unemployed men and women in Tanzania”\n  \nIndividuals’ socio-emotional skills (SES) and their perceptions of their own SES both matter for labor market outcomes\, as well as for a host of other economic and welfare outcomes. We deploy novel sets of self-reported and behavioral measures of 14 SES among over 4\,000 male and female youth not in full-time education\, employment or training (NEET)\, in urban and peri-urban Tanzania. We find that men have higher levels of self-reported SES than women. These self-reports are strongly correlated with social desirability and internalized conservative gender norms. By contrast\, gender gaps on behavioral measures are only observed for a limited number of skills and far smaller in magnitude. There is a larger gap between self-reported and behavioral measures among men\, and we provide suggestive evidence that this reflects men’s overestimation of their own skills\, rather than women’s underestimation. We next examine the impact of various SES trainings on labor market outcomes for this NEET population. DESCRIPTION:Séminaire d’économie de Bordeaux\n  \n\nSébastien Rouillon \n(BSE)\n\n \nSustainable management of space activity in low Earth orbit\n\n\n\n\nJulien Guyot and Sébastien Rouillon \n\n  \n\n\n\n\n\n\n\n\nThis paper extends the analysis initiated by Rouillon (2020) of the externality caused by space debris. Satellite operators make choices about the design and launch of satellites\, while in-orbit servicing firms supply efforts to remove space debris. Focusing on the long-term orbital state\, we compare two management regimes. The open access equilibrium occurs when the orbit is a common resource. The optimal policy maximizes the net present value generated periodically by the space industry. We investigate economic instruments capable of effectively regulating space activity. We show that the combination of an ad valorem tax\, a launch tax\, and a market for removal effort certificates can provide the right incentives.
