Jordan\nInria Paris and the University of California\, Berkeley \n  \n  \nA Collectivist\, Economic Perspective on AI\n  \nInformation technology is in the midst of a revolution in which omnipresent data collection and machine learning are impacting the human world as never before. The word « intelligence » is being used as a North Star for the development of this technology\, with human cognition viewed as a baseline. This view neglects the fact that humans are social animals\, and that much of our intelligence is social and cultural in origin. Thus\, a broader framing is to consider the system level\, where the agents in the system\, be they computers or humans\, are active\, they are cooperative\, and they wish to obtain value from their participation in learning-based systems. Agents may supply data and other resources to the system only if it is in their interest to do so\, and they may be honest and cooperative only if it is in their interest to do so. Critically\, intelligence inheres as much in the overall system as it does in individual agents. This is a perspective that is familiar in economics\, although without the focus on learning algorithms. A key challenge is thus to bring (micro)economic concepts into contact with foundational issues in the computing and statistical sciences. DESCRIPTION:Séminaire \nL’AGAPÉ (Atelier Girondin pour l’Analyse des Pensées Économiques) \nSéance d’ouverture \nConstitution économique et État social\nAujourd’hui la notion de constitution économique s’est consolidée autour d’un noyau néolibéral. Elle polarise. Pour l’Union européenne\, elle désigne en particulier les libertés fondamentales de circulation\, le droit de la concurrence et la gouvernance budgétaire et monétaire\, qui sont pour une grande part un héritage de l’ordolibéralisme allemand. Ses partisans (libéraux) soutiennent qu’un principe comme celui de la concurrence libre et non faussée ou celui de l’indépendance de la Banque Centrale Européenne est un analogon\, dans le champ de l’économie\, des principes de la protection des droits fondamentaux et de la séparation des pouvoirs : ils seraient au nombre des fondements mêmes de notre ordre démocratique. Pour ses contempteurs (les critiques de gauche du néolibéralisme\, la Law and Political Economy)\, ils incarnent tendanciellement un « libéralisme autoritaire ». \nDans leurs deux livres parus en 2025 chez Classiques Garnier\, Guillaume Grégoire\, juriste qui se risque sur le terrain des sciences sociales\, et Céline Jouin\, philosophe qui se risque sur le terrain du droit\, remettent chacun en mouvement le sens solidifié de la notion de constitution économique. \nLeurs parcours se croisent : dans La Constitution économique. Enquête sur les rapports entre économie\, politique et droit\, Guillaume Grégoire engage une vaste enquête généalogique sur la notion de constitution économique\, qui débouche sur un diagnostic relatif à l’État social. Dans Le Marché du droit. Droit social et capitalisme chez Otto von Gierke\, Céline Jouin engage une enquête sur la naissance du droit social allemand\, qui débouche sur une réinterprétation de l’histoire de la notion de constitution économique. Strasbourg) \n  \nAbstract: \n« We examine the environmental impacts of legal provisions to restore land rights for populations displaced by armed conflict\, focusing on Colombia’s Land Restitution Law. Leveraging annual satellite data on forest cover loss\, detailed records of the timing and location of restitution claims\, and a staggered difference-in-differences strategy\, we find that land restitution is associated with increased tree cover loss. Importantly\, this effect is not driven by deforestation in primary forests\, but rather by forest loss in areas formerly used for agriculture. These findings highlight the environmental trade-offs inherent in post-conflict land reforms.
