Women’s participation in patenting varies across regions\, sectors\, and industries\, with higher representation in biotechnology\, food chemistry\, and pharmaceuticals\, and lower in mechanical engineering. Women inventors are more prevalent in academia than in the private sector\, and typically work in mostly-male teams or alone. This implies a shift from generic and primarily R&D-based innovation support measures towards a new (or third) ‘generation’ of innovation policy – variously referred to as challenge-led\, mission-orientated or transformative innovation policies. A more targeted and challenge-oriented innovation policy should\, it is argued\, help to deliver desired\, and not just more\, innovations. This implies a more active role of the state in funding risk-taking activities and in creating – not just correcting – markets. Whilst there is much agreement that bolder\, more customised and directional policies are needed to tackle the societal challenges of our time\, there is less consensus about how such policies should be implemented in practice. Pour les besoins du projet (base de données de profils LinkedIn dans le domaine des sciences informatiques)\,  nous avions besoin de dire pour chaque expérience\, s’il s’agit d’une  « expérience en IA» ou d’une « expérience non IA » . Je vais vous présenter les résultats des différentes approches de machine learning et du transfer learning. Le modèle obtenu permettra d’extrapoler la classification sur de grandes quantités de données\, et peut être adapté à d’autres cas de classification.\n\n\n  \n  \n  \n  \n

However\, only a few large-scale empirical studies investigate the factors leading to research independence and the link between research independence and academic success. Drawing upon unique data on the entire population of French STEM PhD students who graduated between 2004 and 2013\, we explore the factors leading PhDs to pursue independent research from their supervisors during their PhD training period\, and how independence links to their future career outcomes. Using an advanced neural network algorithm\, we measure independence as the content dissimilarity between PhD student thesis and supervisor’s publications content. We find that independence is significantly associated with student’s characteristics such as gender\, age\, nationality\, and supervisor’s academic profile. We also find that student’s independence predicts the probability of starting an academic career and\, conditional on starting an academic career\, a higher number of articles published during the 5 years after graduation. A determinant of their efficiency hitherto neglected is the separation in the licensing process of technical knowledge from the intellectual property rights that cover it. I study this question in the context of the Internet of Things (IoT). Essential patents on communication standards such as LTE and Wi-Fi may be licensed upstream\, to firms that put the technical knowledge on the standard into practice\, or downstream to device makers. The choice of the licensing level is currently the subject of an intense debate. I present empirical evi- dence on the matter from a qualitative study comprising interviews with 30 individuals from 22 firms of different sizes and industries\, focusing on startups. For IoT device makers\, uncertainty regarding infringement\, patent validity\, and the licensing process emerge as hindrances to efficient licensing\, compounded for SMEs and startups by resource constraints. Implications for practice are that device- level licensing of standard-essential patents (SEPs)\, if broadly implemented\, would have a negative effect on innovation and entrepreneurship in the IoT. Policy makers should ensure that SEP-licensing is simplified. On a general and theoretical level\, my study shows that the level of the value chain to which patents are licensed need not coincide with the level on which the patented knowledge is put into practice\, and that the licensing level is an important contingency of the efficiency of markets for tech- nology. \n\n\n\n \n

DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\nNagore Iriberri\n(University of the Basque Country) \n\nGender Differences in Peer Recognition by Economists\nwith David Card\, Stefano DellaVigna and Patricia Funk \n  \n\nAbstract:\n\nWe study the selection of Fellows of the Econometric Society\, using a new data set of publications and citations for over 40\,000 actively publishing economists since the early 1900s.\nConditional on achievement\, we document a large negative gap in the probability that women were selected as Fellows in the 1933-1979 period. This gap became positive (though not statistically significant) from 1980 to 2010\, and in the past decade has become large and highly significant\, with over a 100% increase in the probability of selection for female authors relative to males with similar publications and citations. The positive boost affects highly qualified female candidates (in the top 10% of authors) with no effect for the bottom 90%. Using nomination data for the past 30 years\, we find a key proximate role for the Society’s Nominating Committee\nin this shift. Since 2012 the Committee has had an explicit mandate to nominate highly qualified women\, and its nominees enjoy above-average election success (controlling for achievement).\nLooking beyond gender\, we document similar shifts in the premium for geographic diversity: in the mid-2000s\, both the Fellows and the Nominating Committee became significantly more likely to nominate and elect candidates from outside the US. Finally\, we examine gender gaps in several other major awards for US economists. We show that the gaps in the probability of selection of new fellows of the American Academy of Arts and Sciences and the National Academy of Sciences closely parallel those of the Econometric Society\, with historically negative penalties for women turning to positive premiums in recent years.\n \n

L’Union devrait par conséquent poursuivre un modèle d’« autonomie stratégique ouverte ». Cela signifie simplement qu’il convient de renforcer la capacité de l’Union à poursuivre ses propres intérêts de manière indépendante et déterminée\, tout en continuant à travailler avec des partenaires dans le monde entier afin de trouver des solutions mondiales aux défis mondiaux. Il est aussi peu probable que l’Union soit autosuffisante dans la production de certains produits sanitaires complexes cruciaux qu’il n’est possible de lutter seul contre les défis mondiaux. Une plus grande résilience passe par la compréhension de nos dépendances et la réduction de nos vulnérabilités grâce à la combinaison des bonnes mesures ».\nCe concept d’autonomie stratégique ouverte n’est pas très clairement défini. Son origine semble venir au départ du secteur prive qui craint des abus de positions dominantes par les Big Tech américaines au fur et a mesure de la digitalisation des processus de production\, de la distribution et des services et dans une moindre mesure les Big Tech chinoises depuis la fin des années 2010. Il semble essentiellement viser a une autonomisation de l’UE vis-à-vis de ses partenaires dans les nouvelles technologies sans pour autant adopter une position protectionniste. Bibliometric data from research in economics are used to investigate whether there are gender biases in citation patterns. Based on machine learning techniques\, I establish the similarities between papers\, then build links between articles\, identifying the papers citing a given paper\, those cited by it\, and those that should be cited. I uncover striking heterogeneity in terms of authorship. Omitted papers from references are 15 to 30 percent more likely to be female-authored than male-authored. The most likely to be omitted are papers written by women working at mid-tier institutions\, publishing in non-top journals. This gender omission bias is also more prevalent when there are only males in the citing paper. Finally\, I present suggestive evidence that being omitted with respect to past publications may affect an author’s future productivity. \n\n

Unravelling the link between job mobility and productivity in the context of innovation: A case study of Nortel”\n Abstract : This paper investigates the link between job mobility and innovation. The central question is whether job mobility is a driver of productivity\, in particular in the context of innovation in which the recombination of knowledge plays a critical role. The key problem in deriving causal estimates for job mobility is that most mobility events come from employees deciding to move\, therefore confounding any effect of the mobility with the selection of the moving employees. We overcome this problem by focusing on a unique historical event: the fall of Nortel Networks. Nortel was the largest Canadian IT company at the turn of the century and unexpectedly collapsed following unforeseen strategic missteps combined to an accounting fraud. We use the sudden dismissal of thousands of R&D employees from Nortel to infer the consequences of mobility on innovation. Using a novel data set of USPTO patents matched to online CVs\, we are able to track the full career histories of thousands of inventors across several decades. In a difference-in-difference setup\, we compare employees who moved for exogenous reasons (the dismissed) to (i) employees who moved voluntarily and (ii) employees who did not move (non-movers). These comparative statics allows us to infer causal evidence on job mobility\, net of the selection effects linked to voluntary mobility. Using various patent-related measures to track innovative productivity\, the preliminary results show that dismissed employees are not less productive than the non-movers in their new companies (A)\, despite the negative event they had to endure. Their performance is however significantly lower than the performance of voluntary movers (B)\, although this effect does not show up for quality-weighted measures. Overall these first results suggest that the level of job mobility may be lower than what would be economically optimal (A)\, but not too much so (B). \n
