Né de l’articulation des réflexions issues de trois projets initiés par le WP7 et menés par des juristes\, économistes et socio-anthropologues\, ce projet vise à renforcer son approche interdisciplinaire en intégrant les chercheurs en santé publique et leurs problématiques. Dans ce cadre\, un intérêt particulier est porté aux risques professionnels (accidents et maladies) spécifiques à cette filière\, ainsi qu’aux parcours de soins et de financement adoptés par ces artisans en cas d’accident. However\, it is unclear which strategies are most likely to motivate people to change their climate beliefs and behaviors. Here\, we tested 11 expert-crowdsourced interventions on four climate mitigation outcomes: beliefs\, policy support\, information sharing intention\, and an effortful tree-planting behavioral task. Across 59\,440 participants from 63 countries\, the interventions’ effectiveness was small\, largely limited to nonclimate skeptics\, and differed across outcomes: Beliefs were strengthened mostly by decreasing psychological distance (by 2.3%)\, policy support by writing a letter to a future-generation member (2.6%)\, information sharing by negative emotion induction (12.1%)\, and no intervention increased the more effortful behavior-several interventions even reduced tree planting. Last\, the effects of each intervention differed depending on people’s initial climate beliefs. These findings suggest that the impact of behavioral climate interventions varies across audiences and target behaviors \n  \nThe role of health co-benefits in climate policy support\n[ongoing] \nThis paper investigates whether communicating that carbon pricing not only addresses long-term climate risks but also delivers immediate local public health benefits by reducing toxic air pollutants affects public support for climate policy. DESCRIPTION:Séminaire d’économie de Bordeaux\nLaurène Petitfour\n(IRD) \n  \nComprehensive Assessment of the Impact of Mandatory Community-Based Health Insurance in Burkina Faso\nDelphine Boutin\, Laurène Petifour\, Yvonne Allard\, Souleymane Kontoubré\, Valéry Ridde \nOffering health coverage to informal workers and their families remains a significant challenge in most Sub-Saharan countries. As linking insurance to employment contracts is not possible and demand for insurance is too low to sustain voluntary schemes\, alternative approaches are required. One such approach is bundling health insurance with microcredit\, which we evaluate in this study. We conducted a cluster randomized controlled trial to assess the impact of a compulsory micro-health insurance scheme bundled with microcredit in Ouagadougou\, Burkina Faso. Among the 88 active microcredit groups (44 treated\, 44 control)\, we analyzed outcomes for 1\,095 individuals who reported illness episodes in the six months preceding the endline survey. We evaluated the effects of health insurance subscription on financial protection\, healthcare utilization\, and health outcomes\, estimating both the intention-to-treat effect (ITT) and the local average treatment effect (LATE). Our findings indicate no evidence of selective attrition or members opting out of the Microfinance Institution (MFI) due to the health insurance requirement; loan renewal rates remained consistent across treatment groups. Health insurance substantially and positively impacted financial protection: out-of-pocket expenditures decreased by over 50%\, and payment difficulties dropped by approximately 36%. The insurance also influenced healthcare-seeking behaviors\, with a marginally significant increase in modern healthcare facility use (+5%)\, a significant reduction in traditional medicine use (-61%)\, and improved timely care-seeking\, as more individuals sought care on the same day symptoms appeared (+23%). However\, no significant impact on physical or psychological health outcomes was observed. These results suggest that compulsory health insurance can provide meaningful financial protection against health risks for MFI members who lack social protection\, without compromising the MFI’s retention rate. This study aims to link these two issues and evaluate the role of inequality of opportunity in income poverty among the working-age population. Inequality of opportunity is assessed both in absolute and relative terms\, and at varying levels of income poverty threshold. It is also examined whether inequality of opportunity is lower among those in (full-time) work to assess the role of employment in reducing unfair inequalities. For this purpose\, 2019 wave of cross-sectional EU-SILC dataset on intergenerational transmission of disadvantages is employed. C’est la question que pose notre article\, à partir d’une enquête originale\, mêlant matériaux qualitatifs et quantitatifs\, portant sur les usages des plateformes numériques chez les agriculteurs en France (Projet ANR PADAC). Dans la continuité des travaux de Thelen et Culpepper (2020)\, nous questionnons l’existence d’un permissive consensus\, c’est à dire un accord tacite entre la plateforme et ses usagers afin de faire pression sur les pouvoirs publics\, à la base de ce que Thelen et Culpepper appellent le « pouvoir de plateforme ». \nLe cas du secteur agricole français se prête bien à une étude de ce type : d’une part car les initiatives de plateformes sont nombreuses à émerger récemment dans le secteur (plateformes de financement\, d’achat de matériel\, de recrutement\, de conseil\, etc.) malgré l’existence d’institutions historiquement fortes remplissant déjà les mêmes fonctions (CUMA\, syndicats\, chambres d’agriculture\, etc.)  ; d’autre part car les agriculteurs ont un profil intéressant\, à la fois consommateurs finaux et professionnels\, se situant souvent sur les deux faces des plateformes. Nous nous focalisons dans cette étude sur les plateformes d’achat/vente de matériel (tracteurs\, petit équipement\, etc.)\, dont la configuration de marché est aujourd’hui particulière : un acteur emblématique du capitalisme de plateforme (possédant aussi\, entre autres\, le site Ebay) domine le marché mais une plateformes créée par et pour les agriculteurs résiste. Là où les théories standards prévoiraient une situation de type winner takes all ou un raccordement multiple\, nos données montrent qu’environ un tiers des agriculteurs enquêtés utilisent exclusivement la plateforme créée par les agriculteurs. Nos analyses montrent que le fait d’être intégré dans les institutions historiques du secteur (avoir ou avoir eu un mandat dans ces organisations) est associé à une probabilité plus élevée d’utiliser uniquement cette plateforme concurrente\, ce que nous pouvons caractériser comme une forme de résistance à la pénétration d’acteurs extérieurs au secteur. Nous montrons toutefois que lorsque les incitations économiques à utiliser la plateforme dominante sont trop fortes\, cette résistance tend à disparaître. DESCRIPTION:Séminaire BSE – programme 3\n  \nIsabelle Chort\n(Université de Bayonne) \nAgricultural policies and  biodiversity:  impact of the CAP greening on bird abundance and diversity in France\n(co-ecrit avec Aicha Hasnii et Berk Öktem) \n\nWe analyse the impact of the 2013 reform of the European Union Common Agricultural Policy on bird diversity in France. We match bird observations from the French Breeding Bird Survey (BBS) to parcel level information on agricultural land use and type of crops. We exploit the heterogeneous exposure of bird observation sites to the reform depending on their ex-ante extent of arable area in a continuous difference-in-differences approach. We find evidence of an increase in overall bird abundance after 2015 in sites with a higher ex-ante proportion of arable land\, driven by a small number of generalist species\, and no impact on species richness and phylogenetic diversity. A decomposition by diet type suggests that vertebrate eaters were positively impacted by the reform. By contrast\, cropland species experienced the most dramatic decline after 2015 in sites with a higher share of arable area. We find that the program reduces extreme poverty in all treatment branches\, but only T3 positively impacts child nutrition and anthropometrics measures. As access to electricity is steadily increasing\, our randomized control trial (n=1500) asks whether new generations of efficient cookers can be promoted\, studies the impact of adopting them\, and mechanisms to promote their adoption. The study takes place in the rapidly growing city of Goma\, Democratic Republic of the Congo\, where charcoal consumption threatens the protected habitats of thousands of species living in Virunga National Park\, including Mountain Gorillas. Our results show that fully subsidizing the initial purchase of an Electric Pressure Cooker (80$)  to the clients of an electricity providers leads to a triple win: $360 savings on cooking for households;  $115 extra earnings from electricity consumption for the electricity provider; 7.5tCO2eq reduced over the 5-year EPC life span per cooker;  and 1 ha of forest saved for each 29 cookers distributed. We further find that subsidizing electricity price and environmental messaging campaigns targeting users further increases usage of the cooker. Depuis le milieu des années 2010\, les villes européennes\, l’un des plus grands marchés touristiques du monde\, ont été au cœur de ces conflits\, poussant souvent les gouvernements urbains à prendre position et à adopter des mesures pour réglementer le phénomène. Pourtant\, ce qui frappe\, c’est la diversité des formes prises par ces conflits et des modes de régulation qui ont été adoptés. Using machine-learning techniques\, we extract events about immigration and the economy from newswires. We then test a causal chain connecting events\, online political communication\, salience of particular cleavages\, and support for parties measured with individual voting intentions data\, with a specific focus on communication by populist anti-immigration politicians. We identify the impact of communication on polls by leveraging high-frequency communication data and variation in the 4G exposure of Italian municipalities as a shock to the accessibility of political communication online. In addition\, we measure the relevance of such effects in explaining support for parties by calibrating a structural model of political competition informed by the relationships uncovered by our reduced-form analysis. We use the model to evaluate (i) a counterfactual scenario where political parties compete in the absence of communication events\, and (ii) where parties cannot affect migration salience with communication. We ask whether Islamic radicalization and related violence can be countered through campaigning by local religious organizations. We follow a campaign against violence in the province of Cabo Delgado\, Mozambique\, a setting that has seen a recent violent insurgency. The campaign focused on the key message that religion is not violent. It was broadcasted through community radios and individual voice messages sent to cell phones. We measure the impact of the campaign on violent events\, various behavioral measures including anti-social behavior and trust\, as well as survey attitudes. We find that the campaign decreased the incidence of violent events in the province. In addition\, although it decreased radical attitudes\, it also increased fear. Despite this\, sending remittances remains relatively costly. Policymakers have argued that fintech\, specifically\, comparison websites like kayak.com but for sending money\, can boost financial inclusion and reduce remittance prices. Yet\, little is known about how a key segment of consumers — migrants with limited (financial) education and trust in digital methods — interacts with fintech. We collaborate with a World Bank certified comparison website to conduct a field experiment among Central American migrants. We vary remittance-company attributes shown to migrants on a comparison website\, specifically\, the time to delivery and customer reviews\, to assess the potential for fintech to impact their choices. We use visual attention data to assess the information-processing mechanisms that lead to such choices. Our findings are as follows. First\, migrants are more likely to « experiment » with companies when shown prior customer reviews than delivery speed. Second\, they respond to information as expected by choosing companies that are better reviewed and faster. Third\, we cannot rule out that  experimentation is welfare-reducing: those with a preference for lower fees (or faster companies) end up choosing pricier (or slower) companies when shown more information. Finally\, these effects are more pronounced for migrants with low financial literacy and no prior awareness of fintech. En s’appuyant sur des notions comme les attentes\, les aspirations\, l’optimisme\, les anticipations ou même la confiance\, l’économie comportementale fournit les premiers jalons (certes insuffisants) d’une théorie économique de l’espoir. Unintended effects of targeted LPG subsidies in Peru”\n  \nAbstract: Gas stoves are promoted as clean cooking technologies in developing countries despite the fact that they emit pollutants which are hazardous\, in particular for children. I study a nationwide gas stove program which aims to convert Peruvian households from wood-fuel cooking to liquefied petroleum gas (LPG) cooking. Using 16 waves of Peru’s Demographic and Health Survey\, I show that infant mortality increases by 15% on average as a result of the intervention. Subsidizing LPG also causes a higher incidence of symptoms of acute respiratory infections in under-5 children and of moderate or severe anemia among adult women. The values and norms held by individuals and shared among groups of individuals can have far-reaching consequences on economic and political development. Some of the values contemporaneously held by people across the globe are regularly collected by surveys such as the World Values Survey. Although it is often maintained that values and norms are largely time-invariant\, empirical evidence supporting that claim has been virtually non-existent as a dataset containing historically prevalent values and norms has been lacking.  \nThis article introduces such a dataset\, the Historical Values Survey (HistoVaS). Since we are interested in the potential relevance of values and norms for economic and political development\, the focus is on variables that have been shown to affect development. These include norms of cooperation\, altruism\, work ethic\, entrepreneurship\, tolerance and the relationship to authority. Norms of cooperation and altruism influence how people interact with each other\, work ethic norms are expected to (co-)determine productivity levels whereas norms encouraging entrepreneurship are likely to affect innovation rates and technological progress. We also report norms on how to cope with authority as norms favoring obedience to authorities are expected to be associated with more despotic political regimes.  \nThe HistoVaS introduced in this article uses folktales as its source of information. Folktales have been an important tool for transmitting values and norms across generations. This makes them ideal candidates for inferring historically valid values 2  \nand norms across the world. To produce the HistoVaS\, we have relied on some 16\,000 folktales from 136 countries. These countries represent approximately 95 percent of the world population. Combined with a survey instrument containing 76 variables\, the folktales were fed to GPT\, which produced replies for each folktale separately. The HistoVaS database is based on such replies.  \nTo illustrate the potential usefulness of the HistoVaS\, we associate data on historical values with contemporaneous ones and document a remarkable degree of time-invariance. Interpreting HistoVaS variables as a proxy for culture\, we ask whether they help in explaining contemporaneous per capita income differences across countries. Le jeune brésilien Rodrigo Alves a subi\, lui\, plus de 70 opérations chirurgicales\, qui lui ont coûté plus de 700 000 euros\, pour devenir le sosie de Ken. Si ces cas sont exceptionnels\, la montée en puissance du marché de la chirurgie esthétique témoigne de l’importance accordée à l’image de soi. Le succès des régimes\, dont le marché progresse de 5% par an\, en est un autre aspect. Le corps est un vecteur de notre identité\, de la manière dont nous nous définissons et dont les autres nous définissent. Prolongeant l’économie de l’identité initiée dans les années 2000\, ce texte propose une analyse du marché de l’identité. Sa compréhension suppose de dépasser la conception usuelle de l’homme économique pour y intégrer les émotions auto-évaluatives (fierté\, honte\, etc.). Aperçu régional des enseignements tirés de l’Afrique« \n  \nDespite of enormous efforts since independence to alleviate poverty and improve its people’s quality of life\, the African continent continues to face frequent political unrest and have low to moderate economic growth rate\, with the exception of few countries now classified as emerging states. For decades\, the economic growth of the African continent has been widely dominated by private cosumption. Lately\, there is a shift and investment becomes now the main contributing sector and human capital is expected to play an important role. \nIn Africa\, the contribution of the HEIs sector to the economic growth of the continent is relatevily modest and\, most of the time\, not counted or under-estimated. Because of the very limited capacity of countries\, HEIs sector has not given its due importance and is receiving a meaningless part of national budgets. This poor funding allocated to the HEIs sector is considered by many as a proof of how the sector is badly perceived by governments in the continent. The lack of or insufficient funding to the sector impacts negatively its capacity to be competitive and also the capability of its actors to properly play their role\, especially in terms of research and academic activities. The shock caused by the COVID-19 pandemic was too important for the sector. Universities were closed and the lock-down lasts for many months during which no activity was performed. The very limited resources  they are allocated to were not sufficient even to mitigate partly the impact of the pandemic to the sector. In many countries\, distance learning was not possible because most students and teachers were not provided with relevant materials and equipment. Offices were closed and universities administration could not operate from the campus. Internet infrastucture exists but was limited to cover only some places of the campus. In many cases\, it became clear that business continuity plans were not in place. DESCRIPTION: \nSéminaire BSE – programme 3\n  \nClara Delavallade\n(Banque Mondiale) \n  \n  \n“Measuring and improving socio-emotional skills among young unemployed men and women in Tanzania”\n  \nIndividuals’ socio-emotional skills (SES) and their perceptions of their own SES both matter for labor market outcomes\, as well as for a host of other economic and welfare outcomes. We deploy novel sets of self-reported and behavioral measures of 14 SES among over 4\,000 male and female youth not in full-time education\, employment or training (NEET)\, in urban and peri-urban Tanzania. We find that men have higher levels of self-reported SES than women. These self-reports are strongly correlated with social desirability and internalized conservative gender norms. By contrast\, gender gaps on behavioral measures are only observed for a limited number of skills and far smaller in magnitude. There is a larger gap between self-reported and behavioral measures among men\, and we provide suggestive evidence that this reflects men’s overestimation of their own skills\, rather than women’s underestimation. We next examine the impact of various SES trainings on labor market outcomes for this NEET population.
