Cette séance est l’occasion de discuter collectivement des hypothèses\, méthodes et enquête au démarrage du projet\, plutôt que de présenter des résultats ex-post. New evidence from three years of mobile phone data in Senegal \n \nAbstract: Households in Sahelian countries mostly rely on subsistence agriculture and livelihood means are generally dependent on the quality of a single rainy season (June to October). Income streams are thus often marked with a high degree of seasonality – especially in the rural sector – and are exposed to shocks with the occasional occurrence of poor rainy season conditions. Such variations in the level of productivity across space and over time could presumably induce some adjustments in short-term labour reallocation dynamics\, whereby individuals temporarily relocate to places where they are more productive. However\, little is known about the scale and precise nature of temporary migration decisions as a viable strategy in the face of climate stresses. This can be partly attributed to the difficulty of measuring subtler human movements with traditional survey methods and the resulting glaring lack of detailed data on short-term movements. In this study\, we exploit a multi-year mobile phone dataset in Senegal that allows us to obtain a uniquely granular temporary migration matrix. In non-democratic countries\, however\, successful aid implementation depends not only on the quality of institutions but also on the characteristics of political leaders. In this paper\, we test the hypothesis that donors rely in part on the impressions conveyed by dictators’ faces to assess their propensity to divert or otherwise misuse foreign aid. In particular\, we test whether non-democratic countries receive more aid when they are ruled by a dictator who looks either competent or trustworthy. We analyse the relationship between facial impressions and foreign aid on a sample of about 100 non-democratic countries observed over the period 1975-2010. Impressions of competence and trustworthiness were collected using a computer-based survey in which we asked anonymous respondents to rate pictures of 274 non-democratic leaders on competence and trustworthiness. We draw three main conclusions. First\, competent looking dictators attract more foreign aid\, but we do not find a similar relationship between aid and perceived trustworthiness. Second\, the relationship between facial impressions and aid is stronger for general budget support than for targeted aid\, and for cash aid than for aid in kind: these patterns suggest that donors attach more importance to the competence of the recipient when aid is easier to divert. However\, the long-term effects and optimal frequency remain uncertain. We propose a very simple model in which the marginal return of an additional reminder decreases\, while fatigue increases over time and with the number of reminders. The race between costly cumulative efforts and the informational and attentional benefits of reminders determines individuals’ protection levels in the short and long run. In the short term\, increased prevention use is favored by a higher marginal return of information compared to its cost\, while in the long term\, the rise in fatigue due to this information leads to a decrease in its usage. We next focus on insecticide-treated bednets to prevent malaria\, a technology that is highly effective when widely adopted and generates positive health externalities. We combine surveys\, unique high-frequency data on net usage with a randomized experiment using generic and specific reminders.  We find that while malaria targeted messages are effective in the short term\, they have little effect in the long term. The experiment was implemented in a fragile setting where subsidizing innovative activities might be particularly important. Firms were selected on the basis of a business plan competition. All firms were operating in sectors related to agriculture. After two years\, beneficiaries of cash grants were clearly performing better than beneficiaries of matching grants and firms in the control group\, and were more resilient to the COVID-19 crisis. However\, even for beneficiaries of cash\, improvements were limited to investment\, business practices\, innovation skills\, and survival\, with no transformative effects on profits and employment\, except for firms in industry and services. Beneficiaries of matching grants showed improved management practices and somewhat higher innovation skills\, but complained about complex procurement. Using a rich micro-dataset on World oil fields and estimates of their carbon intensities and private extraction costs\, this paper quantifies the additional emissions and costs from having extracted the ’wrong’ deposits. We do so by comparing historical deposit-level supplies to counterfactuals that factor in pollution costs\, while keeping annual global consumption unchanged. Between 1992 and 2018\, carbon misallocation amounted to at least 11.00 GtCO2eq with an environmental cost evaluated at US$ 2.2 trillion (US$ 2018). This translates into a significant supply-side ecological debt for major producers of dirty oil. Looking towards the future\, we estimate the gains from making deposit-level extraction socially optimal at about 9.30 GtCO2eq evaluated at US$ 1.9 trillion (US$ 2018) along a future aggregate demand pathway coherent with the objective of net-zero emissions in 2050\, and document the very unequal distribution of the subsequent stranded oil reserves across countries. \n  \n– Séminaire organisé par le programme 3 / BSE –\n \n  \n>> Pour assister au séminaire via ZOOM\, contacter julie.vissaguet@u-bordeaux.fr \n \n \n  \n

In a second step\, I analyse the aggregate effect of average road insecurity faced by each of the localities on its potential migration market. The findings show that the stock of economic migrants is only weakly correlated with average road insecurity\, suggesting  that reduction in accessibility of some destinations due to conflict is offset by migration to alternative destinations. These discussions within international institutions have focused on the definition of food security as a state of satiation of food in terms of quantity and quality. Unfortunately\, they have neglected to emphasize that this state of satiation is influenced by several factors within and outside the food system\, which fall into three domains: environmental\, social and economic. Therefore\, this article attempts to analyze the interactions that may exist between the food sector and the other sectors\, and to study whether a food security objective is compatible with the improvement of a large number of SDGs and sectors. We are using system dynamics\, which has already proved its effectiveness in simulating the impact of public policies in several countries\, and which has very powerful tools to enable us to make this diagnosis. In a companion paper\, I estimate that the rise of government redistribution in the form of cash transfers\, education\, healthcare\, and other public services accounts for 30% of worldwide poverty reduction since 1980. In this paper\, I incorporate in this analysis the causal impact of schooling on pretax incomes\, combining survey microdata covering 95% of the world’s population with a simple model of education and the wage structure. Private returns to schooling account for 50-60% of global economic growth\, 60-70% of income gains among the world’s poorest 20% individuals\, and 60-90% of the decline in global gender inequality since 1980. C’est pourtant dans ce domaine que l’on trouve\, au XVIIIesiècle\, et plus particulièrement chez Adam Smith\, des questionnements qui sont devenus des enjeux importants en économie. Les réflexions sur la sensibilité au plaisir et à la douleur\, ou l’analyse des liens entre richesse et bonheur\, autant d’éléments qui intéressent aujourd’hui la discipline\, doivent être recherchées moins dans l’œuvre économique de Smith que dans sa philosophie morale. Nous nous proposons ici de rendre compte de concepts issus de sa philosophie morale\, dans une perspective reconnue aujourd’hui comme une branche de l’économie : l’économie du bonheur. We develop a model in which altruistic agents leave to their heir a voluntary bequest and their housing property\, the value of which is determined by the residential equilibrium. We first show that the borrowing constraint in the mortgage market is a source of symmetry-breaking\, leading an initially homogeneous population to reside in different locations and to split into different wealth classes. When the wealth distribution is heterogeneous\, the borrowing constraint generates spatial wealth sorting\, which translates into persistent inequality: Wealthier agents reside in the most attractive locations and leave a higher inheritance\, while the poorest dynasties are relegated in poverty trap areas. In existing data\, we show that exogenously induced transitory changes in labor supply increase supply in subsequent days – indicating that the inter-temporal labor supply elasticity can actually be positive\, rather than negative. To further examine this phenomenon\, we undertake a field experiment with casual urban stand workers in Chennai\, India\, where appearance at the stand in the morning provides a revealed preference measure of labor supply. We randomly provide some workers incentives for attendance over 2 months (phase 1)\, and examine persistence after incentives are removed for another 2 months (phase 2). We find that a 23% increase in labor supply in phase 1 generates a persistent 16% increase in supply in phase 2 – leading to a 22% increase in employment found at the stand. These findings have relevance for understanding the reasons for irregular work attendance and high worker turnover in formal firms\, which impede the transition to formal work in this setting. They also suggest that the effects of unemployment spells may go beyond income loss: unemployment itself can lower a worker’s productivity – offering a potential justification for the « unemployment scar » phenomenon documented in the labor literature\, where employers prefer not to hire workers out of unemployment. We use micro-data from a unique demographic survey conducted between 1975-1977 with detailed information on education and place of birth and that provides matched information at the parent/ child level. Since missionaries provided virtually all education during colonial times\, we use an original dataset on mission location to reconstruct temporal and geographic heterogeneity in exposure to different types of missions (Protestants and Catholics)\, and we merge the exposure measures with the urban survey. In the spirit of a difference in differences\, we exploit this heterogeneity and find that local demand for Catholic education was strong for both men and women\, while Protestant missions had no discernible effect. However\, exposure to Protestant missions correlates with parental preferences for more schooling for their children. We verify that endogenous mission locations and/or openings and selective migration are not driving the results. To investigate persistence and its channels\, we use available DHS rounds (2007 and 2013-14) as well as information on contemporary schools. We find strong evidence of persistence in educational investments. In line with the results shown in Baten et al. (2021)\, we also find that both Catholic and Protestant missions have long lasting effects on education\, especially for women. To identify causal effects\, I exploit variations in women’s education induced by the extension of compulsory schooling in Indonesia. The effect of the reform is identified through a difference-in-differences model that uses both geographic and temporal variations of the policy. The study finds that expanding compulsory schooling caused an increase in women’s education\, mainly in regions that were initially lagging behind. While total or desired fertility were unaffected\, extra schooling caused women to delay the onset of fertility and led to a decrease in childlessness. An analysis of the mechanisms that drive the relationship between education and fertility shows that better-educated women are more attractive on the marriage market and marry later\, thereby reducing the likelihood of childlessness and delaying childbearing. After discussing their compatibility with a large range of policy objectives\, we show how combining internal and external controls with a regulated market for temporary visas alleviates the policy trade-off between migration control and ending human smuggling. We use information on irregular migration from Senegal to Spain and the Democratic Republic of Congo to South Africa to calibrate the “eviction” prices of visas for these two routes\, which are set to throttle smuggling activities. Our results highlight important constraints for governments seeking to prevent temporary workers from overstaying\, especially on South-North routes such as Senegal to Spain. It restricts employers’ ability to lay them off\, to lower their wages and to adjust their responsibilities. Such regulations may have unintended negative implications for employment among those who are nearing the age when the legislation becomes binding for their employers. We examine this issue using population-level administrative data and quasi-random variation in cohorts covered by employment protection generated by a reform which lowered statutory retirement age to 60 (women) and 65 (men). However\, little is understood about the characteristics of policy experimentation\, and how the structure of experimentation may affect policy learning and policy outcomes. We aim to describe and understand China’s policy experimentation since 1980\, among the largest and most systematic in recent history. We collect comprehensive data on policy experimentation conducted in China over the past four decades. We find that\, while experimentation outcomes strongly predict whether policies roll out nationally\, the experimentation exhibits two characteristics that complicate policy learning. First\, about 90% of the experiments exhibit positive sample selection in terms of a locality’s economic development. Second\, promotion-driven local politicians allocate more resources to ensure the experiments’ success\, and such effort is not replicable when policies roll out to the entire country. The presence of sample selection and strategic effort is not fully accounted for by the central government\, affecting policy learning and distorting national policies originating from the experimentation. Artisanal mining is a labor-intensive\, often informal and sometimes illegal extractive activity. We levy research in geology\, and two sources of exogenous time variation\, to build the first proxy of artisanal gold mining in Africa — the main form of artisanal mining. We first document the impact of a change in the potential value of artisanal mining. We establish that the historical increase in the gold price accounts for 8% of deforestation continent-wide\, 28% in gold areas. In parallel\, artisanal gold mining increases local economic wealth\, but these economic impacts are of smaller magnitude. Second\, we turn to weather shocks. Artisanal mining may provide an alternative livelihood when a weather shock jeopardizes agricultural output. This paper presents results from a field experiment in Côte d’Ivoire\, which randomized wives’ participation in an agricultural extension training for rubber\, a male-dominated export crop that takes six years to start producing latex but requires upfront care. The training included a planning portion\, consisting of filling out an action plan for rubber farming over the next two years\, and a skills portion. In the without-wife group\, households witnessed a 26.4 percent drop in the value of the crop harvested and a 18.4 percent drop in productivity\, with labor going to planting rubber seedlings. In the group with wife participation\, households had higher levels of investment (planting 20 percent more rubber seedlings) and were able to maintain pre-program levels of agricultural production on older trees and other crops. These households increased their labor hours and agricultural input use\, resulting in no drop in overall production or productivity. This outcome did not come through increased skills or incentives. Rather\, underlying these results are increases in planned agricultural management by wives\, increased retention of the action plan\, and a reduction in gendered task division. Une analyse de la mobilité intergénérationnelle en France\n  \nAbstract \nNous étudions la mobilité intergénérationnelle des revenus en comparant pour la première fois directement la position relative d’un échantillon de jeunes adultes entre 27 et 30 ans à celle de leurs parents\, à partir des données fiscales de l’Échantillon Démographique Permanent. \nLa corrélation entre les rangs des parents et des enfants est de 0.25\, inférieure à celle observée aux Etats-Unis au même âge mais supérieure à celle observée dans les pays nordiques. Les enfants des familles aux plus hauts revenus ont trois fois plus de chances d’être classés parmi les 20 % les plus aisés que ceux issus des familles des 20 % les plus pauvres. Cependant\, pour un même niveau de revenu des parents\, les revenus des enfants varient fortement. En 2019\, le taux de mobilité ascendante du plus bas au plus haut cinquième est de 12 % à l’âge de 29 ans. We investigate the impact of the massive epidemic of coffee leaf rust (CLR) that affected Central America from 2012  on deforestation in Mexico. CLR is  a fungal disease that negatively affects coffee production. We exploit the gradual diffusion of the epidemic and estimate a difference-in-difference model. We find that deforestation increased by 32% in CLR-affected municipalities but find no increase in agricultural land. Effects are driven by  municipalities with low coffee yields\, characterizing shade coffee systems\, and states where rustic coffee systems were predominant. These results suggest that deforestation occurred within coffee cultivation areas and emphasize the concurrent role of the PROCAFE program\, launched in 2014\, that promoted the replacement of traditional coffee trees by CLR-resistant hybrids.We study the dynamic effects of CLR and exploit the delayed launch of PROCAFE  to try to disentangle the impact of the epidemic from that of the policy response. Pour ce faire\, il propose un dispositif analytique\, empirique et partenarial original caractérisé par : (i) un partenariat de recherche équitable à Madagascar; (ii) une démarche multiscalaire\, considérant les différentes arènes de la protection sociale\, internationale\, nationale et locale; (iii) une démarche en méthodes mixtes et interdisciplinaire; (iv) la production d’outils d’observation originaux pour capter la diversité des formes de protection sociale au niveau des systèmes nationaux (enquête sociométrique sur le réseau national de protection sociale) et locaux de protection sociale (enquêtes ménages-réseaux et film de recherche). We use two sources of data. First we combine Demographic Health Surveys with mine permit locations nation-wide. Second we collected first-hand data on households and nearby artisanal gold mines in the central west region. We exploit the exogenous opening and location of gold mines in space (due to the geological conditions) and in time (due to a gold price boom after 2006) to identify the effects of the exposure to ASM on schooling. We find a significant\, robust and strong negative effect of ASM on schooling\, for boys in particular. We unpack the mechanisms related to income\, child labor\, labor substitution\, and expectations regarding the returns to education. We find support for the two latter mechanisms for explaining the negative impact on education. Evidence on the short-run and the long-run links from sub-national data\n \nAbstract : We investigate the effect of rising temperatures on economic development\, using sub-national data for approximately 1\,500 sub-national regions in 81 countries from the 1950s to the 2010s. Accounting for region- and time-fixed factors by means of a two-way fixed effects panel approach\, we find no evidence that rising temperatures are adversely related to regional growth measured as changes in regional per capita gross domestic product (GDP). In addition to a panel setting\, we also consider the long-run analogue of the panel model\, exploring the relationship between regional temperature and growth over longer time periods. Applying this long-difference approach\, we find evidence of a statistically significant negative association between temperature and regional economic activity. This suggests that intensification effects matter\, meaning that the adverse relationship between temperature increases and growth may compound and materialize only in the longer run. What is more\, we find that these adverse long-run effects of regional warming matter only to regions located in countries with relatively unfavorable economic and institutional conditions\, that is\, in countries with high levels of poverty\, a lack of democracy\, and a weak rule of law. This strongly points to the role of sound (country-specific) economic and institutional conditions in reducing vulnerability to higher temperatures.
