SUMMARY:Séminaire: Laurie Bréban : Adam Smith face à l’économie du bonheur
\n(séminaire co organisé BSE programme 3 & GPR HOPE) \n& \n\n\nà 17h Conférence spectacle \n  \nAdam Smith Le Grand Tour\nThe TRUE Conference\n> plus d’infos\n\n \n  \n

DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\n  \nFabien Moizeau\n(CREM\, Université de Rennes)\n \nLand\, Wealth\, and Taxation\n \nAbstract: This paper examines the role of land in wealth dynamics and taxation policy by focusing on the interplay among agents’ bidding for location\, mortgage market imperfections\, and inheritance. We develop a model in which altruistic agents leave to their heir a voluntary bequest and their housing property\, the value of which is determined by the residential equilibrium. We first show that the borrowing constraint in the mortgage market is a source of symmetry-breaking\, leading an initially homogeneous population to reside in different locations and to split into different wealth classes. When the wealth distribution is heterogeneous\, the borrowing constraint generates spatial wealth sorting\, which translates into persistent inequality: Wealthier agents reside in the most attractive locations and leave a higher inheritance\, while the poorest dynasties are relegated in poverty trap areas. We also derive an optimal tax schedule that combines a tax on the land share in the value of inherited housing assets and on lifetime wealth\, allowing an efficient financing of public expenditures\, a better allocation of resources between land purchases and productive investments\, and lower wealth inequality.\n \n \n  \n– Séminaire organisé par le programme 3 / BSE –\n \n  \n>> Pour assister au séminaire via ZOOM\, contacter julie.vissaguet@u-bordeaux.fr \n \n \n  \n

SUMMARY:Séminaire : Yogita Shamdasani (National Univ. of Singapore)
DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\n \n Yogita Shamdasani \n\n(National University of Singapore) \n  \nHabit Formation in Labor Supply \n(joint with Luisa Cefala\, Supreet Kaur and Heather Schofield) \n  \nAbstract: We posit that labor supply is not a function of stable preferences for leisure\, but rather is also determined by one’s past habituation to work. In existing data\, we show that exogenously induced transitory changes in labor supply increase supply in subsequent days – indicating that the inter-temporal labor supply elasticity can actually be positive\, rather than negative. To further examine this phenomenon\, we undertake a field experiment with casual urban stand workers in Chennai\, India\, where appearance at the stand in the morning provides a revealed preference measure of labor supply. We randomly provide some workers incentives for attendance over 2 months (phase 1)\, and examine persistence after incentives are removed for another 2 months (phase 2). We find that a 23% increase in labor supply in phase 1 generates a persistent 16% increase in supply in phase 2 – leading to a 22% increase in employment found at the stand. These findings have relevance for understanding the reasons for irregular work attendance and high worker turnover in formal firms\, which impede the transition to formal work in this setting. They also suggest that the effects of unemployment spells may go beyond income loss: unemployment itself can lower a worker’s productivity – offering a potential justification for the « unemployment scar » phenomenon documented in the labor literature\, where employers prefer not to hire workers out of unemployment. Overall\, they suggest that « work ethic » is an endogenous feature of human capital stock. \n\n  \n– Séminaire organisé par le programme 3 / BSE –\n \n>> Pour assister au séminaire sur ZOOM\, contactez julie.vissaguet@u-bordeaux.fr\n \n  \n  \n \n \n  \n

SUMMARY:Séminaire: Catherine Guirkinger (Université de Namur)
DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\n  \nCatherine Guirkinger \n(Université de Namur)\n \n\n\nColonial education and its intergenerational transmission : evidence from colonial and post-independence Congo \n(avec Pablo Alvarez et Paola Villar) \n  \nAbstract : This paper examines educational persistence and its underlying mechanisms in the context of colonial and post-independence Congo (Democratic Republic of the Congo\, DRC). We use micro-data from a unique demographic survey conducted between 1975-1977 with detailed information on education and place of birth and that provides matched information at the parent/ child level. Since missionaries provided virtually all education during colonial times\, we use an original dataset on mission location to reconstruct temporal and geographic heterogeneity in exposure to different types of missions (Protestants and Catholics)\, and we merge the exposure measures with the urban survey. In the spirit of a difference in differences\, we exploit this heterogeneity and find that local demand for Catholic education was strong for both men and women\, while Protestant missions had no discernible effect. However\, exposure to Protestant missions correlates with parental preferences for more schooling for their children. We verify that endogenous mission locations and/or openings and selective migration are not driving the results. To investigate persistence and its channels\, we use available DHS rounds (2007 and 2013-14) as well as information on contemporary schools. We find strong evidence of persistence in educational investments. In line with the results shown in Baten et al. (2021)\, we also find that both Catholic and Protestant missions have long lasting effects on education\, especially for women. These findings highlight the importance of colonial origins of educational mobility and gender gaps in the DRC. \n\n\n  \n– Séminaire organisé par le programme 3 / BSE –\n \n  \n>> pour assister au séminaire via Zoom\, contacter julie.vissaguet@u-bordeaux.fr \n \n \n  \n

To identify causal effects\, I exploit variations in women’s education induced by the extension of compulsory schooling in Indonesia. The effect of the reform is identified through a difference-in-differences model that uses both geographic and temporal variations of the policy. The study finds that expanding compulsory schooling caused an increase in women’s education\, mainly in regions that were initially lagging behind. While total or desired fertility were unaffected\, extra schooling caused women to delay the onset of fertility and led to a decrease in childlessness. An analysis of the mechanisms that drive the relationship between education and fertility shows that better-educated women are more attractive on the marriage market and marry later\, thereby reducing the likelihood of childlessness and delaying childbearing. While no effect is found on the labor market\, education increases contraceptive use and women’s decision-making authority. \n  \n  \n– Séminaire organisé par le programme 3 / BSE –\n \n  \n \n \n  \n

After discussing their compatibility with a large range of policy objectives\, we show how combining internal and external controls with a regulated market for temporary visas alleviates the policy trade-off between migration control and ending human smuggling. We use information on irregular migration from Senegal to Spain and the Democratic Republic of Congo to South Africa to calibrate the “eviction” prices of visas for these two routes\, which are set to throttle smuggling activities. Our results highlight important constraints for governments seeking to prevent temporary workers from overstaying\, especially on South-North routes such as Senegal to Spain. They suggest combining a regulated market for visas with tighter sanctions against employers of undocumented workers as a way forward. \n\n  \n– Séminaire organisé par le programme 3 / BSE –\n \n  \n>> pour assister au séminaire via Zoom\, contacter julie.vissaguet@u-bordeaux.fr \n \n \n  \n

It restricts employers’ ability to lay them off\, to lower their wages and to adjust their responsibilities. Such regulations may have unintended negative implications for employment among those who are nearing the age when the legislation becomes binding for their employers. We examine this issue using population-level administrative data and quasi-random variation in cohorts covered by employment protection generated by a reform which lowered statutory retirement age to 60 (women) and 65 (men). Our results show no economically meaningful negative effects of the legislation on employment of either men or women nearing the age of eligibility for protection while the largest statistically signi€cant estimate in our preferred speci€cation implies a trivial reductions in employment for women of less than -0.5 pp (or less than 1%). ‘This suggests either that these effects are absent or any potential concerns of employers related to prospective employment protection were counteracted by strong labour demand at the time.

SUMMARY:Séminaire: David Yang (Harvard University)
DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\n  \nDavid Yang \n(Harvard University\, Department of Economics)\n \n\n\nPolicy Experimentation in China: the Political Economy of Policy Learning\n  \nMany governments have engaged in policy experimentation in various forms to resolve uncertainty and facilitate learning. However\, little is understood about the characteristics of policy experimentation\, and how the structure of experimentation may affect policy learning and policy outcomes. We aim to describe and understand China’s policy experimentation since 1980\, among the largest and most systematic in recent history. We collect comprehensive data on policy experimentation conducted in China over the past four decades. We find that\, while experimentation outcomes strongly predict whether policies roll out nationally\, the experimentation exhibits two characteristics that complicate policy learning. First\, about 90% of the experiments exhibit positive sample selection in terms of a locality’s economic development. Second\, promotion-driven local politicians allocate more resources to ensure the experiments’ success\, and such effort is not replicable when policies roll out to the entire country. The presence of sample selection and strategic effort is not fully accounted for by the central government\, affecting policy learning and distorting national policies originating from the experimentation. Taken together\, these results suggest that\, while China’s bureaucratic and institutional conditions make policy experimentation possible at an unparalleled scale\, the complex political environments can also limit the scope and bias the direction of policy learning.\n\n\n  \n  \nséminaire organisé par le programme 3 / BSE\n \n  \n>> pour assister au séminaire via Zoom\, contacter julie.vissaguet@u-bordeaux.fr \n \n \n  \n

Artisanal mining is a labor-intensive\, often informal and sometimes illegal extractive activity. We levy research in geology\, and two sources of exogenous time variation\, to build the first proxy of artisanal gold mining in Africa — the main form of artisanal mining. We first document the impact of a change in the potential value of artisanal mining. We establish that the historical increase in the gold price accounts for 8% of deforestation continent-wide\, 28% in gold areas. In parallel\, artisanal gold mining increases local economic wealth\, but these economic impacts are of smaller magnitude. Second\, we turn to weather shocks. Artisanal mining may provide an alternative livelihood when a weather shock jeopardizes agricultural output. We confirm the heterogeneous effects of adverse weather : compared to the average area\, deforestation is magnified in gold-suitable areas\, while losses in night-light emissions are compensated for.\n \n\n \n\n  \n  \norganisé par le programme 3 (DVI – Développement\, Villes\, Inégalités) \n  \n>> pour assister au séminaire via Zoom\,  contacter julie.vissaguet@u-bordeaux.fr \n  \n

This paper presents results from a field experiment in Côte d’Ivoire\, which randomized wives’ participation in an agricultural extension training for rubber\, a male-dominated export crop that takes six years to start producing latex but requires upfront care. The training included a planning portion\, consisting of filling out an action plan for rubber farming over the next two years\, and a skills portion. In the without-wife group\, households witnessed a 26.4 percent drop in the value of the crop harvested and a 18.4 percent drop in productivity\, with labor going to planting rubber seedlings. In the group with wife participation\, households had higher levels of investment (planting 20 percent more rubber seedlings) and were able to maintain pre-program levels of agricultural production on older trees and other crops. These households increased their labor hours and agricultural input use\, resulting in no drop in overall production or productivity. This outcome did not come through increased skills or incentives. Rather\, underlying these results are increases in planned agricultural management by wives\, increased retention of the action plan\, and a reduction in gendered task division. The results show how including women in economic planning can improve the efficiency of household farm production and promote higher levels of investment.

We investigate the impact of the massive epidemic of coffee leaf rust (CLR) that affected Central America from 2012  on deforestation in Mexico. CLR is  a fungal disease that negatively affects coffee production. We exploit the gradual diffusion of the epidemic and estimate a difference-in-difference model. We find that deforestation increased by 32% in CLR-affected municipalities but find no increase in agricultural land. Effects are driven by  municipalities with low coffee yields\, characterizing shade coffee systems\, and states where rustic coffee systems were predominant. These results suggest that deforestation occurred within coffee cultivation areas and emphasize the concurrent role of the PROCAFE program\, launched in 2014\, that promoted the replacement of traditional coffee trees by CLR-resistant hybrids. We study the dynamic effects of CLR and exploit the delayed launch of PROCAFE  to try to disentangle the impact of the epidemic from that of the policy response. Our results emphasize the vulnerability of agroforestry systems to exogenous shocks and suggest that PROCAFE contributed to increasing deforestation and accelerating the transition of Mexican traditional coffee landscapes to monoculture.

We use two sources of data. First we combine Demographic Health Surveys with mine permit locations nation-wide. Second we collected first-hand data on households and nearby artisanal gold mines in the central west region. We exploit the exogenous opening and location of gold mines in space (due to the geological conditions) and in time (due to a gold price boom after 2006) to identify the effects of the exposure to ASM on schooling. We find a significant\, robust and strong negative effect of ASM on schooling\, for boys in particular. We unpack the mechanisms related to income\, child labor\, labor substitution\, and expectations regarding the returns to education. We find support for the two latter mechanisms for explaining the negative impact on education. In sum\, our findings suggest that ASM causes negative externalities on human capital accumulation that need to be addressed if ASM is to contribute to poor household livelihoods.\n\n\n \n\n  \n  \norganisé par le programme 3 (DVI – Développement\, Villes\, Inégalités) \n  \n>> pour assister au séminaire via Zoom\,  contacter julie.vissaguet@u-bordeaux.fr \n  \n

SUMMARY:Séminaire: David Stadelmann - University of Bayreuth
DESCRIPTION:Agenda > Tous les événements\n \n David Stadelmann\nUniversity of Bayreuth\n \n Is temperature adversely related to economic growth? Evidence on the short-run and the long-run links from sub-national data\n \nAbstract : We investigate the effect of rising temperatures on economic development\, using sub-national data for approximately 1\,500 sub-national regions in 81 countries from the 1950s to the 2010s. Accounting for region- and time-fixed factors by means of a two-way fixed effects panel approach\, we find no evidence that rising temperatures are adversely related to regional growth measured as changes in regional per capita gross domestic product (GDP). In addition to a panel setting\, we also consider the long-run analogue of the panel model\, exploring the relationship between regional temperature and growth over longer time periods. Applying this long-difference approach\, we find evidence of a statistically significant negative association between temperature and regional economic activity. This suggests that intensification effects matter\, meaning that the adverse relationship between temperature increases and growth may compound and materialize only in the longer run. What is more\, we find that these adverse long-run effects of regional warming matter only to regions located in countries with relatively unfavorable economic and institutional conditions\, that is\, in countries with high levels of poverty\, a lack of democracy\, and a weak rule of law. This strongly points to the role of sound (country-specific) economic and institutional conditions in reducing vulnerability to higher temperatures. In line with this interpretation\, we find no evidence for an adverse long-run relationship between temperature and growth for regions located in richer and democratic countries or those with an established rule of law.\n  \n\n> organisé par le programme 3 BSE (DVI / Développement\, Villes\, Inégalités) \n\n  \n\n>> pour assister au séminaire via Zoom \, merci de contacter communication.bse@u-bordeaux.fr \n\n  \n  \n  \n

Using the German Socio-Economic Panel (SOEP) and the Five-Factor Model of personality as a proxy for the non-cognitive skills\, we show that these skills matter for the labour market integration of immigrants in the host country. We use two comparison benchmarks. Compared to an average native\, immigrants’ non-cognitive skills\, e.g.\, extroversion or emotional stability\, can lead to 5–15 percentage points lower life-time employment probability disadvantage\, implying faster and better overall integration on average. Comparing immigrants and natives with the same type and level of non-cognitive skills suggests that returns of extroversion and openness to experience are higher among immigrants\, leading to 3–5 percentage points lower lifetime employment probability disadvantage. These results are robust with respect to self-selection\, non-random returns to the home country\, stability of personality\, and estimators. Our detailed analysis suggests that non-cognitive skills (especially extroversion) are substitutes for cognitive skills (e.g.\, formal education and training) among low-skilled immigrants\, while there is no significant relative return of non-cognitive skills among high-cognitive skilled immigrants. \n \n

For this reason\, the history of taxation is narrowly intertwined with that of state-building. Surprisingly\, the capacity of states to provide public services is hardly ever considered an important dimension of state building. We question to what extent the dismantlement of the French empire in Africa that occurred between 1956 and 1962 through decolonization was a major overhaul of the state’s identity and practices. Over a few months’ time the legitimacy to raise tax revenue shifts from metropolitan France to newly formed independent governments that became autonomous in defining budgetary orientations. Little is known about how this in-depth political transition affected the level and composition of fiscal revenue and public expenditure\, notably because of the scarcity of information on the public finances of African countries between independence and the 1980s. In this paper\, we reconstruct the fiscal trajectories of eighteen former French colonies in Africa spanning years 1900-2018\, linking colonial and post-colonial decades with an unprecedented level of detail on the composition of tax revenue. We also produce indicators on budgetary policies. We find that very few countries achieved significant progress in fiscal capacity between the end of the colonial period and today\, if we set aside income drawn from mineral resources. This is not explained by a lasting collapse of fiscal capacity at the time of independence. On the other hand\, at the time of independence\, we observe notable changes in budgetary orientations\, particularly an acceleration of public spending on education and general administrative services. The structural adjustment programmes clearly stopped this dynamic. The orientations towards more education spending required by the objectives of sustainable development only allow for catching up with the levels already reached at the end of the 1970s.  \n\n \n

On the other hand\, workers in more risky or unpleasant jobs are less satisfied with their jobs\, ceteris paribus. If labor markets were perfectly competitive and workers fully informed of their working conditions ex ante\, according to the theory of compensating differentials\, there should be no relationship between on-the-job risk and job satisfaction because wages would fully adjust to compensate for differences in job disamenities. Our findings are thus consistent with the fact that in the presence of search costs and other labor market imperfections\, hedonic wage regressions will yield biased estimates of the willingness to pay to reduce on-the-job risks. We explore the potential of job satisfaction regressions that estimate the tradeoff between wages and risks that keep job satisfaction constant as an alternative approach. \n\n \n

Using a novel estimator aimed at avoiding bias in the estimation of treatment effects heterogeneous across treatment groups or time periods\, and complementing its results with a more precise double fixed effects difference-in-differences estimator\, we find no significant aggregate impact of the program on housing prices. We identify three lines of explanation that can contribute to make sense of this lack of aggregate impact: (1) an intensity effect\, according to which a number of neighborhoods did not get enough funding to affect the housing market\, (2) a stigma effect\, which prevented the poorest renovated neighborhoods and the neighborhoods with the highest share of public housing to experience a sizable increase in housing demand and thus in housing prices\, and (3) an operation type effect\, whereby construction/demolition and renovation operations\, which concentrated most of the program’s funding\, appear to have a smaller impact on housing prices than public equipment operations. \n\n \n

This report attempts to better understand some of the dynamics behind the evolution of poverty in Afghanistan in the past two decades. In doing so\, it undertakes a statistical and econometric analysis of the correlates of poverty in the country\, combining household-level and regional-level data drawn from four rounds of household survey since 2007. Based on the results\, it proposes a policy framework to guide development interventions for poverty alleviation in Afghanistan\, equally informed by past policy failures in poverty reduction\, the political economy context as well as drivers of fragility in the country. The framework not only proposes a set of economic and structural policies for short\, medium and long terms\, it also suggests some institutional arrangements that would ensure increased effectiveness in poverty reduction efforts supported by the international community.\n\n \n \n\n \n  \n\n \n

This paper studies the effects of a rent control policy adopted in Catalonia in September 2020 that applies to some but not all municipalities. The policy virtually covers all the rental market and forces ads and tenancy agreements to specify the applicable rent cap to ensure enforcement. In order to identify the causal effect of the rent control regulation\, we implement difference-in-differences regressions and event-study designs and analyze average rents and the number of tenancy agreements signed. Our results indicate that the regulation reduced average rents paid by about 6%. However\, this price drop did not lead to a reduction in the supply of housing units in the rental market. We implement several robustness tests to address several identification concerns related to Covid-19. Our results suggest that rent control policies can be effective in reducing rental prices and do not necessarily shrink the rental market.\n\n \n

We focus on the largest social program in Uruguay\, Asignaciones Familiares-Plan de Equidad (AFAM-PE)\, which targets women in poor household with children. We use a model of resource allocation to recover how much resources accrue to each family member and how this sharing function is discontinuously affected by the eligibility for AFAM-PE. This paper is the first to embed regression discontinuity approach within a structural model of intra-household allocation. Evidence points to a mild redistributive effect that reduces women and children poverty. A much stronger effect is found for rural households for whom the margin of improvement was larger given more traditional gender views. \n \n

Based on microdata from the national Encuesta Permanente de Hogares (EPH) household survey for 2004-2013\, I apply a quasi-experimental difference-in-difference methodology to estimate the intention-to-treat effect of the program. I measure income mobility through its non-directional (absolute mobility intensity) and directional (income gain or loss) definition using the rotating data structure. The results suggest that the AUH reduces the intensity of income mobility and decreases short-term income fluctuations by about 20% for eligible households when compared to non-eligible ones. In addition\, when households experience downward income mobility\, the program acts as an effective protection and mitigates income losses by 30 to 50%. Results of the program’s effect on upward income mobility remain ambiguous. \n\n

\n\n\n\n \n\n \n
