Using the German Socio-Economic Panel (SOEP) and the Five-Factor Model of personality as a proxy for the non-cognitive skills\, we show that these skills matter for the labour market integration of immigrants in the host country. We use two comparison benchmarks. Compared to an average native\, immigrants’ non-cognitive skills\, e.g.\, extroversion or emotional stability\, can lead to 5–15 percentage points lower life-time employment probability disadvantage\, implying faster and better overall integration on average. Comparing immigrants and natives with the same type and level of non-cognitive skills suggests that returns of extroversion and openness to experience are higher among immigrants\, leading to 3–5 percentage points lower lifetime employment probability disadvantage. These results are robust with respect to self-selection\, non-random returns to the home country\, stability of personality\, and estimators. Our detailed analysis suggests that non-cognitive skills (especially extroversion) are substitutes for cognitive skills (e.g.\, formal education and training) among low-skilled immigrants\, while there is no significant relative return of non-cognitive skills among high-cognitive skilled immigrants. \n \n

For this reason\, the history of taxation is narrowly intertwined with that of state-building. Surprisingly\, the capacity of states to provide public services is hardly ever considered an important dimension of state building. We question to what extent the dismantlement of the French empire in Africa that occurred between 1956 and 1962 through decolonization was a major overhaul of the state’s identity and practices. Over a few months’ time the legitimacy to raise tax revenue shifts from metropolitan France to newly formed independent governments that became autonomous in defining budgetary orientations. Little is known about how this in-depth political transition affected the level and composition of fiscal revenue and public expenditure\, notably because of the scarcity of information on the public finances of African countries between independence and the 1980s. In this paper\, we reconstruct the fiscal trajectories of eighteen former French colonies in Africa spanning years 1900-2018\, linking colonial and post-colonial decades with an unprecedented level of detail on the composition of tax revenue. We also produce indicators on budgetary policies. We find that very few countries achieved significant progress in fiscal capacity between the end of the colonial period and today\, if we set aside income drawn from mineral resources. This is not explained by a lasting collapse of fiscal capacity at the time of independence. On the other hand\, at the time of independence\, we observe notable changes in budgetary orientations\, particularly an acceleration of public spending on education and general administrative services. The structural adjustment programmes clearly stopped this dynamic. The orientations towards more education spending required by the objectives of sustainable development only allow for catching up with the levels already reached at the end of the 1970s.  \n\n \n

On the other hand\, workers in more risky or unpleasant jobs are less satisfied with their jobs\, ceteris paribus. If labor markets were perfectly competitive and workers fully informed of their working conditions ex ante\, according to the theory of compensating differentials\, there should be no relationship between on-the-job risk and job satisfaction because wages would fully adjust to compensate for differences in job disamenities. Our findings are thus consistent with the fact that in the presence of search costs and other labor market imperfections\, hedonic wage regressions will yield biased estimates of the willingness to pay to reduce on-the-job risks. We explore the potential of job satisfaction regressions that estimate the tradeoff between wages and risks that keep job satisfaction constant as an alternative approach.  \n\n \n

Using a novel estimator aimed at avoiding bias in the estimation of treatment effects heterogeneous across treatment groups or time periods\, and complementing its results with a more precise double fixed effects difference-in-differences estimator\, we find no significant aggregate impact of the program on housing prices. We identify three lines of explanation that can contribute to make sense of this lack of aggregate impact: (1) an intensity effect\, according to which a number of neighborhoods did not get enough funding to affect the housing market\, (2) a stigma effect\, which prevented the poorest renovated neighborhoods and the neighborhoods with the highest share of public housing to experience a sizable increase in housing demand and thus in housing prices\, and (3) an operation type effect\, whereby construction/demolition and renovation operations\, which concentrated most of the program’s funding\, appear to have a smaller impact on housing prices than public equipment operations. \n\n \n

This report attempts to better understand some of the dynamics behind the evolution of poverty in Afghanistan in the past two decades. In doing so\, it undertakes a statistical and econometric analysis of the correlates of poverty in the country\, combining household-level and regional-level data drawn from four rounds of household survey since 2007. Based on the results\, it proposes a policy framework to guide development interventions for poverty alleviation in Afghanistan\, equally informed by past policy failures in poverty reduction\, the political economy context as well as drivers of fragility in the country. The framework not only proposes a set of economic and structural policies for short\, medium and long terms\, it also suggests some institutional arrangements that would ensure increased effectiveness in poverty reduction efforts supported by the international community.\n\n \n \n\n \n  \n\n \n

This paper studies the effects of a rent control policy adopted in Catalonia in September 2020 that applies to some but not all municipalities. The policy virtually covers all the rental market and forces ads and tenancy agreements to specify the applicable rent cap to ensure enforcement. In order to identify the causal effect of the rent control regulation\, we implement difference-in-differences regressions and event-study designs and analyze average rents and the number of tenancy agreements signed. Our results indicate that the regulation reduced average rents paid by about 6%. However\, this price drop did not lead to a reduction in the supply of housing units in the rental market. We implement several robustness tests to address several identification concerns related to Covid-19. Our results suggest that rent control policies can be effective in reducing rental prices and do not necessarily shrink the rental market.\n\n \n

We focus on the largest social program in Uruguay\, Asignaciones Familiares-Plan de Equidad (AFAM-PE)\, which targets women in poor household with children. We use a model of resource allocation to recover how much resources accrue to each family member and how this sharing function is discontinuously affected by the eligibility for AFAM-PE. This paper is the first to embed regression discontinuity approach within a structural model of intra-household allocation. Evidence points to a mild redistributive effect that reduces women and children poverty. A much stronger effect is found for rural households for whom the margin of improvement was larger given more traditional gender views. \n \n

Based on microdata from the national Encuesta Permanente de Hogares (EPH) household survey for 2004-2013\, I apply a quasi-experimental difference-in-difference methodology to estimate the intention-to-treat effect of the program. I measure income mobility through its non-directional (absolute mobility intensity) and directional (income gain or loss) definition using the rotating data structure. The results suggest that the AUH reduces the intensity of income mobility and decreases short-term income fluctuations by about 20% for eligible households when compared to non-eligible ones. In addition\, when households experience downward income mobility\, the program acts as an effective protection and mitigates income losses by 30 to 50%. Results of the program’s effect on upward income mobility remain ambiguous. \n\n

Thivet\, dir.\, 2021\, Presses de Sciences Po)\n\n\nRésumé : Issu d’une enquête collective\, cet ouvrage restitue l’épaisseur historique et institutionnelle du problème de la faim dans le monde\, et montre en quoi les différentes initiatives prises depuis 2008 ont réussi\, ou échoué\, à en infléchir la trajectoire. En 2008\, malgré une production agricole très élevée\, le monde connaît une grave crise alimentaire\, provoquant des « émeutes de la faim » dans une quarantaine de pays. Une mobilisation massive de la communauté internationale s’ensuit\, à l’issue de laquelle un consensus se fait jour : la sécurité alimentaire ne peut plus être seulement envisagée sous l’angle des quantités produites et des questions de développement\, elle doit aussi prendre en compte les aspects sanitaires\, sociaux\, climatiques et environnementaux. Cette mobilisation de la communauté internationale entraîne en outre une transformation de l’aide internationale au développement\, autour de l’agenda de la résilience face aux crises. La notion de résilience est souvent discutée et critiquée d’un point de vue interne\, comme avatar du néo-libéralisme. Ici\, je présenterai ses conséquences concrètes du point de vue des politiques de lutte contre la faim. Je montrerai que l’enjeu de résilience se situe plutôt\, d’un point de vue sectoriel\, dans la prise en compte des enjeux nutritionnels et de santé publique dans la lutte contre la sous-alimentation. Plus largement\, l’agenda de la résilience pose la question de la construction d’un Etat social dans les pays « sous régime d’aide » international et des contours de cet Etat social. \n\n\n\n \n\n \n

I examine how victimisation and the fear of crime impact individuals’ labour market outcomes by using labour force survey that includes unique data on governance\, peace and security (GPS-SHaSA). Results show that the effects of both victimisation and fear are detrimental for workers of the informal sector. The relationships between the number of hours worked and victimisation on the one hand and the fear of crime on the other hand are yet opposite. While victims appear to work less\, and their earnings consequently diminish\, fearful adults work on average up to two hours more per week than secure workers. This increased workload is entirely driven by workers of the agricultural sector. It suggests that in rural areas workers establish protection strategies. The fear of crime correlates negatively with workers’ total productivity. Fearful workers are also more vulnerable to risks as their earning sources become less diversified. Furthermore\, the need to protect crops and livestock increases labour participation of children but does not affect their school attendance. In urban areas\, workers of the nonagricultural sector seem to cope with fear in the opposite direction as the time spent at work decreases. Nonagricultural workers in urban areas tend to favour avoidance strategy.\n\n\n\n \n \n

Using the Longitudinal Survey of Australian Children\, I model the cognitive and socio-emotional skills production functions for children born in 1999–2000\, from 4 to 11 years old\, using\, among others\, a cumulative value-added and a generalized method of moments model. I find that the effect on children’s verbal and socio-emotional skills of time spent on educational activities with the father is smaller than that with the mother or both parents together. For socio-emotional skills\, this difference seems to be driven by fathers who spend little time with their children. Results are robust to several sensitivity checks.\n

We investigate the weights that politicians put on the revealed preferences of their constituents\, special interest groups and party when deciding on legislative proposals. Preferences of constituents\, special interest groups and parties are directly observed in our setting and they are positively correlated among each other. The empirical findings suggest that constituent preferences are assigned the lowest weight. Holding constant the preferences of other principals\, constituent preferences are assigned a weight of only 10.0%. Party preferences are assigned the highest weight of all principals and special interest groups lie in between. A politician’s personal ideology plays no substantial role in legislative decisions. We explore conflict among principals as well as heterogeneity among politicians. Our results cast doubt on the empirical relevance of the median voter model and suggest that more principals need to be considered to explain legislative decisions.\n\n\n
