DESCRIPTION:Séminaire d’économie de Bordeaux\n  \nGabriele Pellegrino\n(University of Milan) \n \n“Mass Dismissal and the Limits of Organizational Resilience in Science: Evidence from the Turkish Failed Coup”\n  \nWhat happens when an organisation suddenly loses a substantial share of its skilled workforce? We study the 2016 purge of Turkish academia\, during which more than 6\,000 academics were dismissed by government decree. Combining official dismissal records with the universe of Scopus publications by Turkish universities\, we construct department- and author-level panels covering the period 2011–2022. We show that departments exposed to larger dismissals experienced persistent declines in scientific output. These losses are transmitted primarily through collaboration networks rather than organisational membership: researchers who collaborated with dismissed academics experience lasting reductions in productivity\, whereas colleagues without prior collaboration links are largely unaffected. Although departments partially adjust through organisational reallocation and the entry of new researchers\, these mechanisms do not fully offset the initial shock. Jordan\nInria Paris and the University of California\, Berkeley \n  \n  \nA Collectivist\, Economic Perspective on AI\n  \nInformation technology is in the midst of a revolution in which omnipresent data collection and machine learning are impacting the human world as never before. The word « intelligence » is being used as a North Star for the development of this technology\, with human cognition viewed as a baseline. This view neglects the fact that humans are social animals\, and that much of our intelligence is social and cultural in origin. Thus\, a broader framing is to consider the system level\, where the agents in the system\, be they computers or humans\, are active\, they are cooperative\, and they wish to obtain value from their participation in learning-based systems. Agents may supply data and other resources to the system only if it is in their interest to do so\, and they may be honest and cooperative only if it is in their interest to do so. Critically\, intelligence inheres as much in the overall system as it does in individual agents. This is a perspective that is familiar in economics\, although without the focus on learning algorithms. A key challenge is thus to bring (micro)economic concepts into contact with foundational issues in the computing and statistical sciences. Strasbourg) \n  \nAbstract: \n« We examine the environmental impacts of legal provisions to restore land rights for populations displaced by armed conflict\, focusing on Colombia’s Land Restitution Law. Leveraging annual satellite data on forest cover loss\, detailed records of the timing and location of restitution claims\, and a staggered difference-in-differences strategy\, we find that land restitution is associated with increased tree cover loss. Importantly\, this effect is not driven by deforestation in primary forests\, but rather by forest loss in areas formerly used for agriculture. These findings highlight the environmental trade-offs inherent in post-conflict land reforms.
