DESCRIPTION:Agenda > Tous les événements\nMaider Saint Jean et Eric Brouillat\nGREThA – Université de Bordeaux \n \n« Dura lex sed lex: why implementation gaps in environmental policy matter? »\nWe investigate implementation gaps observed in environmental regulations in the specific case of dangerous chemical substances such as targeted by the REACH regulation. An agent-based model is developed as an exploratory tool to examine to what extent significant implementation gaps between stringency requirements and real but conditional enforcement jeopardize the transition to safer substitutes\, by affecting the way heterogeneous actors perceive the regulatory threat and their innovation strategy. We show that the combination of the most severe regulation with the strictest enforcement and the shortest timing would not necessarily lead to the highest frequency of bans on dangerous substances\, because it may alter the competitive process that is vital to preserving diversity in innovation strategies and to developing safer substitutes. Opting for a very severe regulation should be combined with concessions on enforcement in order to preserve diversity and to give green pioneering competitors enough time to expand. From a reverse angle\, if authorities are keen to apply the regulation strictly and are prepared to face higher market concentration\, then they should release the degree of stringency in order to enhance the prospects of transition to safer substitutes. \nKeywords: technological transition; policy stringency; perception; enforcement;REACH regulation;agent-based model \nJEL classification codes: O33\, Q55\, D83\, Q58\, C63

Our econometric  model accounts for the endogeneity of our credit rationing indicator and employs  an innovative theory based identification strategy to account for demand and  supply side determinants of credit rationing. Our results show that the credit channel operates in a non-linear way and amplifies the effects of credit restrictions  on R&D investment decisions during the crisis. A Debate with Data »\nAs a central but controversial claim in his chef d’oeuvre Capital in the Twenty-first Century\, Thomas Piketty (2014) argues that the gap between the rate of return on capital (r) and the rate of economic growth (g) constitutes the ‘main force of divergence’ among social groups (page 27). Nevertheless\, confronting this theory with data on capital stock and distributional national accounts of eleven major economies\, the current paper provides contrary evidence regarding the above claim: after controlling government spending\, saving rate\, financial development\, openness to globalization\, human capital\, and other determinants of economic inequality\, the ‘r-g’ gap is significantly negatively correlated with the top income/wealth shares in most model settings. The results remain also robust among different regression procedures aimed at dealing with endogeneity and other econometric concerns. \n  \nFrom a theoretical perspective\, a tentative explanation for these findings is that the impact of ‘r-g’ on economic inequality depends on the capital/labor elasticity of substitution in\, at least\, two ways: under some assumptions on saving behavior and income/wealth distribution\, on the one hand\, higher elasticity of substitution leads to higher capital return\, from which the top stratum benefits\, in general\, more than the bottom one – a mechanism to which Piketty has paid much attention. On the other hand\, as demonstrated in de La Grandville (1989)\, higher elasticity of substitution leads also to higher economic growth – a point largely ignored in existing literature on ‘r-g’ model. Putting together\, if the growth effect of elasticity of substitution is sufficiently strong\, it is highly possible to observe a negative correlation between ‘r-g’ and measures of economic inequality\, as empirically shown in this paper.

Allais’ observation would seem to imply that people will undervalue insurance relative to the predictions of expected utility theory because as conventionally constructed\, insurance offers an uncertain benefit in exchange for a certain cost that certainty-loving individuals will overvalue. Pursuing this logic\, we implemented insurance games with cotton farmers in Burkina Faso. On average\, farmer willingness to pay for insurance increases significantly when a premium rebate framing is used to render both costs and benefits of insurance uncertain. We show that the impact of the rebate frame on the willingness to pay for insurance is driven by those farmers who exhibit a well-defined discontinuous preference for certainty\, a concept that we adapt from the u-v model of utility and measure with a novel behavioral experiment. Given that the potential impacts of insurance for small scale farmers are high\, and yet demand for conventionally framed contracts is often low\, the insights from this paper suggest welfare-enhancing ways of designing insurance for low-income farmers.
