We investigate the weights that politicians put on the revealed preferences of their constituents\, special interest groups and party when deciding on legislative proposals. Preferences of constituents\, special interest groups and parties are directly observed in our setting and they are positively correlated among each other. The empirical findings suggest that constituent preferences are assigned the lowest weight. Holding constant the preferences of other principals\, constituent preferences are assigned a weight of only 10.0%. Party preferences are assigned the highest weight of all principals and special interest groups lie in between. A politician’s personal ideology plays no substantial role in legislative decisions. We explore conflict among principals as well as heterogeneity among politicians. Our results cast doubt on the empirical relevance of the median voter model and suggest that more principals need to be considered to explain legislative decisions.\n\n\n

Using the Longitudinal Survey of Australian Children\, I model the cognitive and socio-emotional skills production functions for children born in 1999–2000\, from 4 to 11 years old\, using\, among others\, a cumulative value-added and a generalized method of moments model. I find that the effect on children’s verbal and socio-emotional skills of time spent on educational activities with the father is smaller than that with the mother or both parents together. For socio-emotional skills\, this difference seems to be driven by fathers who spend little time with their children. Results are robust to several sensitivity checks.\n

Unravelling the link between job mobility and productivity in the context of innovation: A case study of Nortel”\n Abstract : This paper investigates the link between job mobility and innovation. The central question is whether job mobility is a driver of productivity\, in particular in the context of innovation in which the recombination of knowledge plays a critical role. The key problem in deriving causal estimates for job mobility is that most mobility events come from employees deciding to move\, therefore confounding any effect of the mobility with the selection of the moving employees. We overcome this problem by focusing on a unique historical event: the fall of Nortel Networks. Nortel was the largest Canadian IT company at the turn of the century and unexpectedly collapsed following unforeseen strategic missteps combined to an accounting fraud. We use the sudden dismissal of thousands of R&D employees from Nortel to infer the consequences of mobility on innovation. Using a novel data set of USPTO patents matched to online CVs\, we are able to track the full career histories of thousands of inventors across several decades. In a difference-in-difference setup\, we compare employees who moved for exogenous reasons (the dismissed) to (i) employees who moved voluntarily and (ii) employees who did not move (non-movers). These comparative statics allows us to infer causal evidence on job mobility\, net of the selection effects linked to voluntary mobility. Using various patent-related measures to track innovative productivity\, the preliminary results show that dismissed employees are not less productive than the non-movers in their new companies (A)\, despite the negative event they had to endure. Their performance is however significantly lower than the performance of voluntary movers (B)\, although this effect does not show up for quality-weighted measures. Overall these first results suggest that the level of job mobility may be lower than what would be economically optimal (A)\, but not too much so (B). \n

DESCRIPTION:Agenda > Tous les événements\nSéminaire GREThA – programme 3  \n\n\nThomas Calvo\n (DIAL\, UMR LEDa\, Université Paris-Dauphine\, Université PSL)\n \nCrime in Madagascar: Coping with fear and victimisation on the labour market\n \nAbstract:  \n\nThis paper studies the effects of crime-related insecurity on workers’ decisions in the informal sector in Madagascar. I examine how victimisation and the fear of crime impact individuals’ labour market outcomes by using labour force survey that includes unique data on governance\, peace and security (GPS-SHaSA). Results show that the effects of both victimisation and fear are detrimental for workers of the informal sector. The relationships between the number of hours worked and victimisation on the one hand and the fear of crime on the other hand are yet opposite. While victims appear to work less\, and their earnings consequently diminish\, fearful adults work on average up to two hours more per week than secure workers. This increased workload is entirely driven by workers of the agricultural sector. It suggests that in rural areas workers establish protection strategies. The fear of crime correlates negatively with workers’ total productivity. Fearful workers are also more vulnerable to risks as their earning sources become less diversified. Furthermore\, the need to protect crops and livestock increases labour participation of children but does not affect their school attendance. In urban areas\, workers of the nonagricultural sector seem to cope with fear in the opposite direction as the time spent at work decreases. Nonagricultural workers in urban areas tend to favour avoidance strategy.\n\n\n\n \n \n
