However\, little is understood about the characteristics of policy experimentation\, and how the structure of experimentation may affect policy learning and policy outcomes. We aim to describe and understand China’s policy experimentation since 1980\, among the largest and most systematic in recent history. We collect comprehensive data on policy experimentation conducted in China over the past four decades. We find that\, while experimentation outcomes strongly predict whether policies roll out nationally\, the experimentation exhibits two characteristics that complicate policy learning. First\, about 90% of the experiments exhibit positive sample selection in terms of a locality’s economic development. Second\, promotion-driven local politicians allocate more resources to ensure the experiments’ success\, and such effort is not replicable when policies roll out to the entire country. The presence of sample selection and strategic effort is not fully accounted for by the central government\, affecting policy learning and distorting national policies originating from the experimentation. Portée par une prise de conscience personnelle\, la journaliste Anne-Sophie Novel a mené une enquête de plus d’un an. \nPartie au contact d’actrices et d’acteurs de cette reconnexion\, elle nous embarque\, de découvertes en apprentissages\, dans un cheminement aussi singulier que révélateur d’enjeux collectifs. L’auteure interroge les experts qui manient les concepts et les connaissances les plus actuels sur le sujet. Son enquête nous amène à découvrir aussi bien les liens intimes entre les bactéries et notre organisme que les initiatives qui invitent à « réensauvager » nos modes de vie. Elle se penche sur les différents types de luttes menées aujourd’hui par celles et ceux qui veulent défendre les terres et la reconnaissance de la notion d’écocide. L’auteure n’hésite pas aussi à expérimenter des stages inspirés des pratiques des peuples premiers\, à rencontrer des communautés décroissantes\, un « homme chevreuil » mais aussi des chasseurs\, ou à effectuer des affûts en forêt.

DESCRIPTION:Agenda > Tous les événements\n  \n\n\nSéminaire doctorants – BSE\n\nAndriy Romanyuk\n  \n\nStay rates and careers of foreign doctorate recipients from Dutch universities: A bibliometric analysis\n (Andriy Romanyuk & Francesco Lissoni) \n  \nABSTRACT: We investigate the scientific and inventive careers of foreign STEM doctoral graduates of Dutch universities\, relative to their native peers. In order to do so\, we first undertake an ambitious data linkage effort between three different bibliographical databases (doctoral thesis\, scientific publications\, and patents). Based on this\, we estimate the relative probability of foreign graduates to publish and/or patent in the years following their graduation and where (the Netherlands\, their country of origin\, or elsewhere)\, after controlling\, among others\, for their gender\, graduation cohort and supervisors’ productivity. We are presently engaged in the data building effort and will produce soon the firs exploratory regressions.\n\n\n

This transition was associated with a substantial increase in base funding from the Swedish government\, typically raised on an annual basis. We exploit encompassing data on publication on the full population of researchers to analyze the impact on scientific publication\, coauthorship\, affiliation and other organizational changes at treated units of the change. Using matched sample difference-in-difference regressions we find that publishing researchers raised their rate of publication substantially\, and this was explained primarily by the infusion of funding.We find evidence that the individuals who raised their rate of publication were predominantly male\, researchers rather than teachers and working in technical sciences. The rise in publications was associated with increased collaboration with coauthors primarily at one’s own university. Researchers decreased their number of affiliations with university colleges but raised their affiliations with other full universities\, and they were more likely to be promoted to associate professors after moving to other universities. Thus\, the status of becoming full university led to an adaptation in terms of behavior that started to look a lot like the behavior of researchers at established universities.
