Using a rich micro-dataset on World oil fields and estimates of their carbon intensities and private extraction costs\, this paper quantifies the additional emissions and costs from having extracted the ’wrong’ deposits. We do so by comparing historical deposit-level supplies to counterfactuals that factor in pollution costs\, while keeping annual global consumption unchanged. Between 1992 and 2018\, carbon misallocation amounted to at least 11.00 GtCO2eq with an environmental cost evaluated at US$ 2.2 trillion (US$ 2018). This translates into a significant supply-side ecological debt for major producers of dirty oil. Looking towards the future\, we estimate the gains from making deposit-level extraction socially optimal at about 9.30 GtCO2eq evaluated at US$ 1.9 trillion (US$ 2018) along a future aggregate demand pathway coherent with the objective of net-zero emissions in 2050\, and document the very unequal distribution of the subsequent stranded oil reserves across countries. \n  \n– Séminaire organisé par le programme 3 / BSE –\n \n  \n>> Pour assister au séminaire via ZOOM\, contacter julie.vissaguet@u-bordeaux.fr \n \n \n  \n

Pour ce faire\, ils reviennent à la racine de ce régime et en rappelle la singularité\, pour ensuite dégager les problèmes contemporains de la démocratie. \nDepuis 2500 ans et sa création à Athènes\, la démocratie a longtemps été ressentie comme un scandale. Le peuple pouvait-il donc se gouverner ? Sans faire confiance aux jugements de certains de ses membres\, mieux éduqués\, disposant du temps nécessaire pour réfléchir aux problèmes de la société ? À peine était-elle créée que ces critiques\, et bien d’autres\, lui étaient opposées. Au mieux\, elle était envisagée comme un idéal que les réalités sociales rendaient impossibles. Le peuple étant majoritairement composé de pauvres\, ces derniers gouvernaient de fait la cité selon leur intérêt\, et non celui de tous. En s’instituant deuxième philosophe après Socrate\, l’Athénien Platon mit en forme cette opposition qui gouverne encore aujourd’hui le plus souvent la philosophie. \nSi la peur de voir des ignorants exercer le pouvoir a perduré\, force est de constater que la perspective d’un gouvernement du peuple a été abandonnée ou\, au mieux\, confondue avec une dérive qualifiée de « populiste ». Au nom de la complexité des enjeux\, une minorité d’experts autoproclamés\, légitimés par des élections\, dirige ce qu’ils nomment des démocraties représentatives. À chaque contestation sociale toutefois\, ils n’hésitent à se draper dans l’intérêt général pour défendre des mesures majoritairement rejetées. Ils dessinent ainsi un gouvernement contre le peuple au nom de son intérêt supérieur. Investors are reeling\, tax collections are below projections\, and people are pointing fingers. On the business side\, companies have shut down\, farms have failed\, workers have lost their jobs\, and consumers face high prices. Why has legal weed failed to deliver on many of its promises? \nThis general survey presentation gives a broad and accessible overview of the problems faced by the legal weed industry in the many states that have embarked upon various forms of the legalization experiment. The idea is to take on the euphoric claims about cannabis markets with straight dope and a full dose of economic reality. \nThis is not a technical paper\, but rather a frank\, fact-filled\, entertaining presentation aimed at a general audience of agricultural economists across fields who may not have any exposure to the legal cannabis industry but may be interested in its progress\, future potential\, and ability to contribute to local and national economic production and become a bona fide part of agricultural economics. \nIn this presentation\, I offer the unadulterated facts about the new legal segment of one of the world’s oldest industries. I offer a summary of the main questions\, analyses\, and conclusion in my recently published book on cannabis economics\, co-authored with Daniel Sumner\, entitled “Can Legal Weed Win?” (University of California Press\, 2022). \nI draw upon data and anecdotes from our own experience working with California cannabis regulators since 2016. I explain why many cannabis businesses and some aspects of legalization fail to measure up\, while others occasionally get it right. \nThe stories I tell stretch from before America’s first medical weed dispensaries opened in 1996 through the short-term boom in legal consumption that happened during COVID-19 lockdowns. The presentation is peppered with unexpected insights about how cannabis markets can thrive\, how regulators get the laws right or wrong\, and what might happen to legal and illegal cannabis markets going forward. \n  \n \n \n  \n  \n \n \n  \n

DESCRIPTION:Agenda > Tous les événements\nSéminaire (programme 3 – BSE)\n  \nMichael Grimm \n(University of Passau) \n  \nSupporting small firms in a fragile context: Comparing matching and cash grants in Burkina Faso\n  \nAbstract: We used a randomized trial to compare matching grants earmarked for business development services with more flexible cash grants and with no support. The experiment was implemented in a fragile setting where subsidizing innovative activities might be particularly important. Firms were selected on the basis of a business plan competition. All firms were operating in sectors related to agriculture. After two years\, beneficiaries of cash grants were clearly performing better than beneficiaries of matching grants and firms in the control group\, and were more resilient to the COVID-19 crisis. However\, even for beneficiaries of cash\, improvements were limited to investment\, business practices\, innovation skills\, and survival\, with no transformative effects on profits and employment\, except for firms in industry and services. Beneficiaries of matching grants showed improved management practices and somewhat higher innovation skills\, but complained about complex procurement. We first study changes in media reportings on migration\, in terms of salience and tone. Second\, we assess by how much they matter in voting outcomes. We use natural language processing (NLP) methods to analyze French news articles about immigration before and after successive waves of terrorist attacks. We find that during 3 to 8 weeks after a significant attack\, a shift of around 30-50% in both the intensity and net negative tone of reporting about migration is clearly observed. These effects happen to be robust across French media political orientations. However\, the long-term effects and optimal frequency remain uncertain. We propose a very simple model in which the marginal return of an additional reminder decreases\, while fatigue increases over time and with the number of reminders. The race between costly cumulative efforts and the informational and attentional benefits of reminders determines individuals’ protection levels in the short and long run. In the short term\, increased prevention use is favored by a higher marginal return of information compared to its cost\, while in the long term\, the rise in fatigue due to this information leads to a decrease in its usage. We next focus on insecticide-treated bednets to prevent malaria\, a technology that is highly effective when widely adopted and generates positive health externalities. We combine surveys\, unique high-frequency data on net usage with a randomized experiment using generic and specific reminders.  We find that while malaria targeted messages are effective in the short term\, they have little effect in the long term. In non-democratic countries\, however\, successful aid implementation depends not only on the quality of institutions but also on the characteristics of political leaders. In this paper\, we test the hypothesis that donors rely in part on the impressions conveyed by dictators’ faces to assess their propensity to divert or otherwise misuse foreign aid. In particular\, we test whether non-democratic countries receive more aid when they are ruled by a dictator who looks either competent or trustworthy. We analyse the relationship between facial impressions and foreign aid on a sample of about 100 non-democratic countries observed over the period 1975-2010. Impressions of competence and trustworthiness were collected using a computer-based survey in which we asked anonymous respondents to rate pictures of 274 non-democratic leaders on competence and trustworthiness. We draw three main conclusions. First\, competent looking dictators attract more foreign aid\, but we do not find a similar relationship between aid and perceived trustworthiness. Second\, the relationship between facial impressions and aid is stronger for general budget support than for targeted aid\, and for cash aid than for aid in kind: these patterns suggest that donors attach more importance to the competence of the recipient when aid is easier to divert.
