To this end\, we exploit adverse events (explosions\, fires\, floods\, etc.) at research institutions as exogenous physical capital shocks. Scientists experience a substantial and persistent reduction in research output if they lose specialized physical capital\, that is\, equipment and material they created over time for a particular research purpose. In contrast\, they quickly recover if they only lose generic physical capital. Affected scientists in older laboratories\, which presumably lose more obsolete physical capital\, are more likely to change their direction of research and recover in scientific productivity. New evidence from three years of mobile phone data in Senegal \n \nAbstract: Households in Sahelian countries mostly rely on subsistence agriculture and livelihood means are generally dependent on the quality of a single rainy season (June to October). Income streams are thus often marked with a high degree of seasonality – especially in the rural sector – and are exposed to shocks with the occasional occurrence of poor rainy season conditions. Such variations in the level of productivity across space and over time could presumably induce some adjustments in short-term labour reallocation dynamics\, whereby individuals temporarily relocate to places where they are more productive. However\, little is known about the scale and precise nature of temporary migration decisions as a viable strategy in the face of climate stresses. This can be partly attributed to the difficulty of measuring subtler human movements with traditional survey methods and the resulting glaring lack of detailed data on short-term movements. In this study\, we exploit a multi-year mobile phone dataset in Senegal that allows us to obtain a uniquely granular temporary migration matrix. By observing short-term movements of millions of individuals across more than 900 locations that experience various levels of precipitations over three years\, we are able to provide new insights on the temporary reallocation of labour across space in the context of local climate variability.\n  \n  \n  \n  \n– Séminaire organisé par le programme 3 / BSE –\n  \n  \n– Voir plus d’événements –\n  \n \n \n  \n

DESCRIPTION:Agenda > Tous les événements\nSéminaire \n  \nNicolas Herault\n(BSE) \n  \nPersuading voters with partisan TV news: a natural experiment using spatial reception data\n  \nIn September 2018 Sky News Australia – a 24-hour news channel widely considered strongly partisan in favour of the conservative party – was made available as a free-to-air service to almost 8 million Australians. We estimate the effect of the introduction of Sky News on the vote swing between the 2016 and 2019 national elections. We employ a difference-in-differences approach using poll results at over 7\,000 polling places and the share of voters at each polling place whose residence received the Sky News broadcast signal. Australia’s system of compulsory voting allows us to estimate how partisan TV news can persuade voters to switch party\, an effect which has proved difficult if not impossible to identify in other contexts where voters’ turnout can be endogenous. DESCRIPTION:Agenda > Tous les événements\nSéminaire d’économie de Bordeaux\n  \n\n\nPiero Basaglia \n\n(Universität Hamburg) \n\n  \n\nDe-fueling externalities: Causal effects of fuel taxation and mediating mechanisms for reducing climate and pollution costs\n \nAbstract: \nThis paper provides the most comprehensive assessment of how fuel taxation reduces climate and pollution externalities with a quasi-experimental evaluation of the world’s largest environmental tax reform. Leveraging multiple causal inference methods\, we compare carbon and air pollutant emissions of the actual and counterfactual German transport sector following the 1999 eco-tax reform and demonstrate sizable reductions in carbon\, particulate matter\, and nitrogen dioxide emissions. Using official cost estimates\, the environmental tax saved around 80 billion Euros of external costs\, predominantly relating to pollution reduction benefits. We further show that environmental taxation contributed substantially to fostering low-carbon innovation. In complementary analyses\, we document much stronger demand responses to increases in environmentally-motivated taxes than to market price movements\, which we relate primarily to increased tax salience in newspapers.
