DESCRIPTION:Séminaire d’économie de Bordeaux\n  \nSébastien Desbureaux\n(INRAE) \n  \nKeeping Gorillas in the Mist: The Environmental Economics of Accelerating the Adoption of Clean Cooking\n  \nAbstract: Wood fuel remains the main cooking fuel for one third of humanity\, with important negative consequences for forests\, wildlife\, and climate change. As access to electricity is steadily increasing\, our randomized control trial (n=1500) asks whether new generations of efficient cookers can be promoted\, studies the impact of adopting them\, and mechanisms to promote their adoption. The study takes place in the rapidly growing city of Goma\, Democratic Republic of the Congo\, where charcoal consumption threatens the protected habitats of thousands of species living in Virunga National Park\, including Mountain Gorillas. Our results show that fully subsidizing the initial purchase of an Electric Pressure Cooker (80$)  to the clients of an electricity providers leads to a triple win: $360 savings on cooking for households;  $115 extra earnings from electricity consumption for the electricity provider; 7.5tCO2eq reduced over the 5-year EPC life span per cooker;  and 1 ha of forest saved for each 29 cookers distributed. We further find that subsidizing electricity price and environmental messaging campaigns targeting users further increases usage of the cooker. The design includes a cash transfer pro- gram (T1)\, T1 plus animal transfer (T2) and T2 plus a nutrition- focused program (T3). We find that the program reduces extreme poverty in all treatment branches\, but only T3 positively impacts child nutrition and anthropometrics measures. Besides\, only the T3 branch impacts motor and cognitive development of new born children. Using newly introduced methods and specifications\, we find that investment sensitivity to real estate prices decreases with firm size: The smallest firms are at least three times more responsive to changes in collateral value compared to the largest firms. We impute these estimates onto other countries where available data lack firm-level detail. This approach allows us to assess the aggregate sensitivity of investment to real estate prices across different countries. Using a novel geo-referenced database of French patents filed with the U.S. Patent and Trademark Oÿce (1838-1960)\, we assess the influence of the Catholic Church’s anti-scientific stance. Our results show that a one standard deviation in-crease in religiosity corresponds to a 1.1 decline in electrical patents. Education does not appear to be the main factor\, but societal progressiveness partially explains these findings. He has spent time as a visiting researcher in the Intellectual Property Division of the World Trade Organization\, in the Economics and Statistics Division of the World Intellectual Property Organization\, and in universities in Ghana\, Germany and Sweden. He is an Affiliate of the Center for Effective Global Action and currently serves as Co-Editor of the American Journal of Agricultural Economics. DESCRIPTION:Séminaire BSE – programme 3\n  \nIsabelle Chort\n(Université de Bayonne) \nAgricultural policies and  biodiversity:  impact of the CAP greening on bird abundance and diversity in France\n(co-ecrit avec Aicha Hasnii et Berk Öktem) \n\nWe analyse the impact of the 2013 reform of the European Union Common Agricultural Policy on bird diversity in France. We match bird observations from the French Breeding Bird Survey (BBS) to parcel level information on agricultural land use and type of crops. We exploit the heterogeneous exposure of bird observation sites to the reform depending on their ex-ante extent of arable area in a continuous difference-in-differences approach. We find evidence of an increase in overall bird abundance after 2015 in sites with a higher ex-ante proportion of arable land\, driven by a small number of generalist species\, and no impact on species richness and phylogenetic diversity. A decomposition by diet type suggests that vertebrate eaters were positively impacted by the reform. By contrast\, cropland species experienced the most dramatic decline after 2015 in sites with a higher share of arable area. DESCRIPTION:Alain Létourneau\nProfesseur titulaire\, département de philosophie et d’éthique appliquée\, Université de Sherbrooke \n  \nLes défis épistémologiques et moraux du « problème pernicieux » de nos rapports aux écosystèmes\nCette communication présume que notre situation complexe et difficile de défis à la fois environnementaux et sociaux est minimalement connue\, au moins dans ses grandes lignes. Je pense ici à l’intrication de problèmes entremêlés concernant la déliquescence du climat\, la perte de biodiversité\, la diffusion continue de produits toxiques dans l’environnement\, sans oublier la dégradation des sols notamment agraires et les mouvements populationnels. En fait cette complexité est plus élevée que ce qui est décrit comme « wicked problems » dans une littérature maintenant abondante (cf Roberts\, N.\, International Public Management Review\, 2000). Dans un premier temps il s’agira de s’arrêter sur quelques difficultés épistémologiques et morales\, ce qui devrait aider pour en venir à un cadre théorique susceptible de mieux penser et agir. Le recours à la théorie des communs (depuis Ostrom\, E.\, 1990\, 2005)  pourrait être une manière de les envisager\, non toutefois sans soulever de nouvelles difficultés. Plutôt que d’attaquer ici la question de l’ordre cosmopolitique comme possible candidat de l’agentivité environnementale (alors que les problèmes sont souvent localisés)\, je me contenterai de revenir sur un lieu commun du discours public considéré comme figure argumentative : le recours à l’inaction de certains pour justifier l’inaction de plusieurs\, avec quelques variantes populaires. Mieux comprendre ce genre de dispositif argumentatif semble un pas important à franchir pour en éviter les pièges\, qui peuvent se déployer à plusieurs niveaux de la vie sociale. \n \n  \n  \n  \n  \n– Voir plus d’événements –\n  \n \n \n  \n

Carbon pricing is often paired with compensation to carbon-intensive firms to mitigate carbon leakage risk. This paper examines the causal impacts of compensation payments for indirect carbon costs embodied in electricity prices. We use confidential UK administrative microdata to exploit firm-level inclusion criteria in both difference-in-differences and regression discontinuity frameworks. Our findings suggest that compensated firms increased production and electricity use relative to uncompensated firms\, with no significant effect on energy intensity. DESCRIPTION:Agenda > Tous les événements\n\n\nSéminaire doctorants – BSE\n  \n\nAndriy Romanyuk(BSE)\n  \nThe Chosen: Researcher Visas and Foreign PhD graduates’ careers in France\n \nWe investigate the impact of dedicated researcher visas\, which France introduced in 1998 and still maintains\, on the careers of foreign STEM PhD graduates. These visas\, which come with a renewable residence permit\, apply exclusively to immigrants from outside the European Union\, who do not enjoy of the European freedom of movement rights. This creates a quasi-experimental setting that we exploit to test whether the researcher visa affected positively the stay rate of non-EU PhD graduates\, relative to EU ones\, based on information we obtain from their post-doc scientific publications. We do not observe a significant increase in stay rates in the years immediately following graduation.
