DESCRIPTION:Séminaire doctorantsBordeaux School of Economics\n \n\nLina Abdelfattah\n  \nCan Signaling for Potential Intervention Affect Reporting Behavior in Household Surveys?\n  \nCash transfers are more recently common in low- and middle-income countries; one approach to identify who is eligible is to administer household surveys. However\, most of these surveys are collected amidst interventions on which respondents may have ex-ante information\, so they face the risk of respondents misreporting critical information to impact their eligibility status. Researchers conducting these surveys thus face important trade-off between informing respondents about the purpose of surveys and the associated implications of misreporting. How reliable is self-reported data? Do respondents misreport out of fear of exclusion? Who is more likely to misreport? How does this takeaway assistance from those who ‘truly’ deserve? The effects of awareness about ‘potential’ interventions on reporting behavior of respondents remain understudied\, especially in conflict zones where data is scare. To answer these questions\, this experiment tests the impact of an explicit signal of a forthcoming intervention in Sudan by randomly varying the placement of such a signal at the beginning or the end of a household survey conducted during war in 2024. No significant differences are found in reported income between treatment groups on average. However\, people who don’t perceive themselves as poorer post-conflict\, nor poorer compared to their neighborhood\, and those impacted by conflict are significantly more likely to misreport. These findings have important policy implications on survey designs and targeting efficiencies\, among others\, especially in conflict areas where the stakes of even mild exclusion and inclusion errors are typically high. \n \n \n  \n  \n  \n  \nAgenda > Tous les événements\n\n \n\n

Yet\, little is known about how community leaders and local implementers respond to financial incentives or how group decisions aggregate individual preferences in CBT. We conduct a cluster-randomized experiment in 180 Ethiopian villages to study the effects of incentive structures and discretion on administrative capture—defined as funds retained beyond benchmark implementation costs—in CBT. Local leaders were tasked with allocating real or hypothetical transfer budgets\, with discretion to retain up to 10% as “administrative costs”. We find that financial incentives significantly increase administrative capture\, and that capture increases with budget size. Group decisions yield higher appropriation than individual proposals\, suggesting implicit collusion rather than prosocial restraint in group-based decisions. Moreover\, when real stakes are at play\, group outcomes are disproportionately shaped by extreme (outlier) preferences\, whereas in hypothetical settings\, popular preferences dominate. DESCRIPTION:Séminaire d’économie de Bordeaux\n  \nTanguy Bernard\n(Bordeaux Sciences Economiques) \n  \nTraceability in the value chain: The case of certified cocoa in Côte d’Ivoire\n \nAbstract: This paper investigates the traceability of environmentally and socially sustainable (ESS) certified cocoa in Côte d’Ivoire\, the world’s leading cocoa-producing country. Despite ESS certification schemes\, significant information asymmetries persist within the value chain\, leaving room for opportunistic behaviors such as side-sourcing\, i.e. when conventional cocoa is labeled as certified. We explore reporting discrepancies regarding transactions of allegedly certified cocoa\, using survey data from farmers and middlemen\, and administrative data provided by cooperatives. We find large discrepancies between volumes declared by farmers and cooperatives across all cooperatives in our sample\, indicating widespread side-sourcing. Cooperatives report volumes 123% to 870% higher than farmers’ declarations\, while middlemen’s reports closely match farmers’. We further assess the impact of a new digital traceability system (DTS)\, implemented through a randomized controlled trial\, designed to reduce opacity in transactions between farmers and middlemen (and hence\, cooperatives). Despite comprehensive training\, adoption of the system remained minimal\, with less than 3% of transactions digitized in treated sections. Yet\, we find that cooperatives engaged in different misreporting practices in their traceability registers depending on treatment intensity: under low-intensity treatment\, they inflated reported volumes by creating numerous additional\, potentially fraudulent transactions\, whereas under intensive monitoring they shifted toward modifying existing records\, particularly reported volumes. The first two sections provide reduced-form evidence on the heterogeneous effects of continuous minimum wage hikes. The first section examines the effect on labor supply\, focusing on a central yet unexplored mechanism\, namely the minimum contribution rate\, which links social insurance contributions to the statutory minimum wage rather than to actual earnings. In a second step\, I analyze firm-level data from the World Bank Enterprise Surveys to evaluate how employers adapt to higher formal labor costs. We document that disappointment is frequently reported\, mostly reflecting the market’s preference for a more accommodative policy stance. Disappointment distinctly impacts the market’s perception of the monetary policy rule\, depresses stock prices\, and raises volatility in the days after announcements. The reversal patterns found and additional analysis are consistent with an investor-sentiment channel. DESCRIPTION:Séminaire d’économie de Bordeaux\nGabriele Cristelli\nLondon School of Economics\, Department of Geography and Environment \n  \n”Funding the Ivory Tower: The Effects of NSF Institutional Grants on Universities and Local Innovation”\nAbstract: This paper studies the effects of the NSF Science Development Program on universities and local innovation\, combining historical data from scientific publications\, doctoral dissertations\, and patents. Introduced in 1965\, the program awarded large institutional grants to natural science and engineering departments at U.S. research universities. I exploit top-ranked universities excluded from the program as a comparison group in a difference-in-differences research design. First\, I find that Science Development awards increased faculty size\, the number of PhDs awarded\, and publications at funded universities. Second\, I find a patenting increase in commuting zones hosting funded universities\, primarily attributable to incumbent firms located near those institutions\, and driven by commuting zones with established R&D-intensive sectors. I find a larger effect in technology fields with high exposure to local universities’ research. I provide evidence indicating two main mechanisms behind the patenting increase: greater reliance on scientific knowledge in patenting and the employment of local PhD graduates in industrial R&D. \n\nGabriele Cristelli is Assistant Professor of Innovation Policy at the London School Of Economics (Department of Geography and Environment).
