Gender-targeted Policies and Empowerment: Embedding Discontinuities in the Collective Model

Abstract: There is little evidence on whether gender-targeted cash transfers effectiveley redistribute resources to women and children beyond the mere income effect implied by the transfers. We focus on the largest social program in Uruguay, Asignaciones Familiares-Plan de Equidad (AFAM-PE), which targets women in poor household with children. We use a model of resource allocation to recover how much resources accrue to each family member and how this sharing function is discontinuously affected by the eligibility for AFAM-PE. This paper is the first to embed regression discontinuity approach within a structural model of intra-household allocation. Evidence points to a mild redistributive effect that reduces women and children poverty. A much stronger effect is found for rural households for whom the margin of improvement was larger given more traditional gender views.
