Meso-institutions as Systemic Intermediaries in Sustainable Transitions Governance
Abstract: The seminar objective is present the latest results of our current research project (Sustainable Transitions and Institutions). In this paper, we aim to create an integrated framework for understanding the functions of systemic intermediaries in governing socio-technical transitions. It combines Sustainable Transitions Theory (STS) and New Institutional Economy (NIE) to explain the operations of systemic intermediaries and highlights the roles of meso-intermediaries. The study examines two examples of sustainable transitions in Brazil: reducing emissions in mobility and improving the quality of raw cow milk production. These cases demonstrate how different institutional contexts influence transition paths, emphasizing the importance of meso-intermediaries in shaping these paths. The paper concludes that socio-technical change depends on meso-intermediaries performing three key functions: translation, monitoring, and enforcement, as illustrated in the Brazilian examples of milk production and vehicle emissions.
