« THE ROLE OF PUBLIC RESEARCH GRANTS IN SHAPING RESEARCH »

 

Abstract: Drawing on organizational search literature that considers problem formulation and solving, this study seeks to examine how public funding can shape the search space of scientists. We consider targeted grants, which pre-define problems to be solved, and open grants, which accept proposals on any topic. While targeted grants may bias problem solutions of research teams and thus dampen research productivity, open grants may foster impactful research as they support both problem formulation and solving. We further consider whether funded projects involve non-academics collaborators and suggest that collaborative forms of problem solving can extend the search space of externally defined problems. Using a data set on research applications submitted to the largest funding body in the UK (EPSRC) we are able to causally estimate the effect of funding in a regression discontinuity design (RDD). Our initial findings support our theoretical predictions.
