“Inequality of opportunity and poverty in Portugal: what circumstances matter?”
Portugal is a Western European country with both a high level of inequality of opportunity and share of population in income poverty. This study aims to link these two issues and evaluate the role of inequality of opportunity in income poverty among the working-age population. Inequality of opportunity is assessed both in absolute and relative terms, and at varying levels of income poverty threshold. It is also examined whether inequality of opportunity is lower among those in (full-time) work to assess the role of employment in reducing unfair inequalities. For this purpose, 2019 wave of cross-sectional EU-SILC dataset on intergenerational transmission of disadvantages is employed. The results show that 1) inequality of opportunity is still high in Portugal; 2) the relationship between some circumstances and poverty status becomes weaker for those in work; and 3) individuals’ parental financial background is the largest contributor to inequality of opportunity.
