Standards and trade in the forest-wood-paper sector

DUPUY Michel

  • With globalization and today’s trade issues, standards are a major part of international trade. The main aim of these standards is to promote respect for the environment (biodiversity) and greater satisfaction of final consumers. These standards are diverse, sometimes binding, and of crucial importance in international trade. Thus, in a world characterised by free trade, the question of the role of standards in trade remains central to the economic literature. Several authors have questioned the effect of standards on trade. We can see that, there is no consensus in the literature on this issue. On the one hand, it appears that standards are a means of providing consumers with a better product, of ensuring the protection of the environment and, above all, a guarantee of confidence between producers. On the other hand, it was stressed that these standards are disguised tariff barriers and obstacles to the development of international trade. They can be costly and direct trade restrictions. The forest-wood-paper sector is subject to a number of standards governing upstream and downstream activities. The products and services provided by this sector are subject to various international standards and certifications that result in labels. Trade in this sector is highly conditioned by the diversity of these standards, hence the interest in considering the effects of these standards on its trade. Our contribution to the literature consists of determining, through an economic analysis, whether the standards favor or restrict trade within the sector.
