UNDETERRED

UNintentional Discrimination dETEcted and Racism Revealed and Deactivated

HORIZON CL2 2022   Destination 3 « Strengthening racial, ethnic and religious equality

2023-2026

Scientific coordinator : Fabien Sabatier (LACES) / Project manager : Dalila Chenaf-Nicet (BSE)

THE PROJECT

The UNDETERRED project aims to contribute to the fight against systemic discrimination experienced by European youth (18-35 years old) in the fields of health, housing, education and employment.

The main objectives of this action research are:

  • to survey the target populations, in order to detect rules, procedures, norms, practices that lead to discrimination;
  • to produce an initial typology of the unintentional processes that contribute to inequalities in access and opportunities for the project’s target populations in various institutions and companies in the sectors mentioned;
  • once these processes have been revealed and brought to light, to propose solutions that could curb systemic discrimination.

UNDETERRED thus presents a phase of experimentation with new designs of public and private action, formalised on the basis of the first research phase devoted to the identification of norms, procedures, rules and practices at work in the organisations. One of the ambitions of the programme is to co-construct with our non-academic partners the new policies or redesigned systems, subject to experimentation and evaluation.

PERSONAL DATA PROTECTION POLICY

The information collected will be statistically processed as part of the UNDETERRED project “Unintentional discrimination detected and racism reveal and Deactivate“, whose scientific leader is Mr Fabien SABATIER, Lecturer and Researcher at LACES.

The team is supported by the Personal Data Protection Officer (PDPO) of the University of Bordeaux.

Aims of the project

The statistical treatment aims to identify  discrimination qualified as unintentional suffered by young people aged 18/35 in the four fields of housing, employment, health and education. This comparative study will be carried out in four cities (Barcelona, Bordeaux, Bucharest and Lausanne), in certain target neighbourhoods of these cities, in the universities and companies of these cities, with certain social services (social housing in particular) and with rights defence associations.

The study, based on quantitative (questionnaires) and qualitative (sociological interviews) surveys, should make it possible to ascertain the practices, rules and norms at an institutional level (municipality, university, companies, etc.)  which lead to discrimination, primarily against young people (18/35) from national minorities or immigrant populations

The aim of the research will be to analyse situations where discrimination is cumulative (difficulties in accessing education -> leading to difficulties in accessing employment -> and therefore housing -> finally with negative impacts on health) leading to the extreme vulnerability of the actors.

Nature of the data collected

  • Identification data (voice, year of birth, gender, nationality), civil status, personal life (lifestyle) and professional data
  • Economic and financial information (scholarships, monthly income)
  • Contact details (Tel. or email address for volunteers wishing to be contacted for an in-depth interview)
  • Images (photos for volunteers who want to be part of the exhibition)

Legal basis for processing

The legal basis for the processing is the performance of a task in the public interest.

Free participation

Participation in the “UNDETERRED” project is entirely free and voluntary and follows a request by email or face-to-face to discuss the issues addressed in the project.

Anonymisation / confidentiality of collected data

The UNDETERRED project “Unintentional discrimination detected and racism reveal and Deactivate” makes the following commitments

  • The data are processed for statistical purposes and to understand the issues addressed in the project
  • Identity will be concealed using anonymisation procedures

Recipients of personal data

The data collected will be communicated to the following recipients only: the project members in charge of data processing (WP5: Data management / Data Mining, whose manager is Ms Dalila CHENAF-NICET). They will be responsible for anonymising the data before making them available to the project members on secure tools. Personal data will not be recorded in the study corpus and will be deleted.

Transfer of personal data

All data will be kept in France (University of Bordeaux servers and IR* Huma-Num). * (Research infrastructure of the Ministry of Higher Education and Research, implemented by the CNRS)

Shelf life

Personal data are kept during the survey phases (questionnaires and interviews) pending their anonymisation. As time goes by, the data will be securely destroyed:

  • The audio recordings will be deleted as soon as the text transcription has been completed.
  • Identifying data from the project will be removed once anonymisation has been completed and will not be recorded in the study corpus.

At the end of the project, all personal data will have been destroyed and only the anonymised version can be re-used in a research project with the same purpose.

Safety measure

In order to secure the scientific activity of the project and to guarantee the confidentiality and quality of the data throughout their life cycle, several provisions are put in place:

  • Anonymisation of data during dissemination
  • Storage and hosting of project data on IR Huma-Num’s secure services
  • Exclusive use of institutional messaging systems for information exchange
  • Implementation of a Data Management Plan during the project
  • Registration of personal data processing specific to this project in the register of processing activities of the University of Bordeaux (project leader)

Broadcasting

The results of this research will be disseminated anonymously in scientific symposia, in reports to funders, in professional and academic journals and in media aimed at the general public.
